Galveston County Health District is in search of a Lead Financial Analyst.

This role entails executing specialized accounting functions associated with the financial oversight and reporting for GCHD.

Qualifications:

  • A bachelor's degree in accounting, finance, or business is required.
  • A minimum of 3 years of accounting experience is necessary.
  • An MBA or CPA is preferred (consideration will be given to candidates with partially completed CPA).
  • Strong understanding of generally accepted accounting principles, along with the ability to conduct analytical tasks and generate financial and statistical reports.
  • Proficiency in Microsoft Excel is essential.
  • Experience in a Federally Qualified Health Center (FQHC), governmental entity, or a medical-related role is advantageous but not mandatory.
  • Familiarity with accounting software systems such as Accufund is preferred but not required.
  • Ability to work autonomously, manage priorities, and meet deadlines.
  • Experience with fixed asset accounting and tracking is preferred but not required.
  • Knowledge of budgeting and financial statement preparation.
  • Must possess or be able to obtain a valid driver's license issued by the State of Texas for the type of vehicle or equipment operated.
  • Customer service orientation is essential.
  • Excellent written and verbal communication skills are required.
  • Proficient computer skills, particularly in MS Office.
  • Willingness to work evenings and weekends if necessary.
  • Compliance with GCHD immunization policies is required.
  • Must pass a criminal background check and drug/alcohol screening.

An equivalent combination of education and work experience that demonstrates the necessary knowledge, skills, and abilities to perform the essential functions described above will be considered.

Key Responsibilities:

  • Ensure monthly reconciliation of all bank accounts, including operational, payroll, and money market accounts.
  • Supervise other accountants during month-end closing and reconciliations.
  • Guarantee timely completion of monthly financial statements.
  • Monitor accounts to maintain adequate balances and liaise with bank representatives for account transfers and issue resolution.
  • Collaborate with program areas to ensure appropriate handling of cash transactions in accordance with GCHD guidelines; provide cashier training and update training materials as necessary.
  • Oversee and approve the preparation and posting of journal entries in the accounting software, ensuring accuracy in the general ledger.
  • Manage the monthly reconciliation of balance sheet accounts and prepare supporting schedules and financial reports.
  • Oversee monthly permit billing and reconciliation processes.
  • Maintain fixed asset inventory, ensuring proper recording of additions, disposals, and transfers in the general ledger.
  • Communicate with fixed asset custodians, review quarterly reports, and conduct annual inventory of assets.
  • Adhere to federal and state guidelines for assets funded by grants, including annual reporting and communication with grant agencies for asset transfer or disposal approvals.
  • Oversee monthly reconciliation of Health District insurance plans with the general ledger, ensuring accuracy of employee deductions and timely payments to benefit providers.
  • Review payroll tax postings per pay period and prepare quarterly payroll tax reports in a timely manner, ensuring reconciliation with the general ledger.
  • Provide backup support for accounts payable, payroll, and other accounting functions as needed.
  • Assist with the annual year-end audit.
  • Support the CFO with special projects as requested.
  • Attend department and Health District-wide meetings as required.
  • Perform additional duties as assigned by the supervisor.
