The Administrative Unit Program Manager plays a crucial role in overseeing the execution of our contract at the NIH. This position entails comprehensive management of contractor personnel and all contractual matters, serving as the primary liaison between the Government and the contractor team. The Program Manager possesses full authority to act on behalf of the contractor team regarding all contract-related issues pertaining to daily operations.

Responsibilities Include:

  • Ensuring timely and budget-compliant completion of tasks by the Task Order team while providing necessary guidance.
  • Acting as the task order level manager, interfacing with the Government Contracting Officer (CO), the task order level Contracting Officer Representative (COR), and other government personnel.
  • Building and maintaining relationships with customers to foster Business Development opportunities.
  • Overseeing talent acquisition efforts to ensure timely filling of open positions, maintaining high standards throughout the employee lifecycle.
  • Guaranteeing that contractor tasks are completed within set deadlines and that guidance from the Government is clear and actionable.
  • Managing contract compliance and financial reporting, while ensuring effective problem resolution and user satisfaction.
  • Upholding adherence to NIH policies and procedures.
  • Formulating and enforcing work standards, managing contractor schedules, and communicating organizational goals to team members.
  • Coordinating contractor staff to achieve objectives outlined in the Statement of Work throughout all project phases.
  • Identifying potential program risks and communicating them to the Government promptly.

Qualifications:

  • Education: Bachelor's Degree
  • Experience: 10 years of relevant program and team management experience
  • Proven ability to manage a diverse portfolio of projects
  • Experience in risk identification and mitigation
  • Capability to manage staff and oversee program costs, schedules, and performance
  • Thorough understanding of Government contract mechanisms, including the Federal Acquisition Regulation (FAR) and its supplements.
  • Proven experience in interpreting and negotiating large Government contracts.

Additional Qualifications:

  • Comprehensive contract management experience from inception to completion, with a solid understanding of federal contracting regulations.
  • Expertise in managing and controlling funds and resources through complex reporting systems.
  • Demonstrated capability in handling multi-task contracts and/or subcontracts of varying complexity.
  • Successful track record in developing a Business Development Pipeline.
  • Experience in sales combined with project management skills is preferred.
  • Proven ability in Customer Relationship Management and expanding existing accounts.
  • Collaboration with the Business Development team to secure new Task Orders, including assisting in the creation of Technical and Business Proposals.
  • Experience in business growth and customer base expansion.
  • Ensuring deliverables are completed accurately and on schedule.
  • Working with leadership to explore new growth opportunities with NIH.
  • Collaborating with subcontractors to uphold business standards.
  • Conducting interviews and onboarding new hires while maintaining high employee retention rates.
  • Leading quarterly progress reviews for leadership.
  • Preparing presentation materials for Contract/Task Order Kick-Offs as required.
  • Experience managing programs and large task orders with federal agencies is essential; experience with NIH is a plus.
