The Administrative Unit Program Manager plays a crucial role in overseeing the operations related to our contracts. This position entails comprehensive management of contractor personnel and all contractual matters, serving as the primary liaison between the Government and the contractor team. The Program Manager holds full authority to represent the contractor team in all contract-related issues concerning daily operations.

Key Responsibilities:

  • Ensure timely and budget-compliant completion of tasks by the Task Order team, providing guidance as necessary.
  • Act as the authorized manager interfacing with Government Contracting Officers and representatives, providing strategic direction for the program.
  • Establish and nurture relationships with customers to foster Business Development opportunities.
  • Oversee talent acquisition efforts to ensure prompt filling of open positions, maintaining high standards throughout the employee lifecycle.
  • Guarantee that contractor tasks are executed within established deadlines, ensuring clarity in tasking guidance from the Government.
  • Manage contract oversight and financial reporting, addressing issues and ensuring user satisfaction.
  • Ensure compliance with NIH policies and procedures.
  • Formulate and enforce work standards, manage contractor schedules, and communicate organizational goals to team members.
  • Coordinate contractor staff to achieve objectives defined in the Statement of Work throughout all project phases.
  • Identify potential program risks and communicate them to the Government promptly.

Qualifications:

  • Education: Bachelor's Degree
  • Experience: 10 years of relevant program and team management experience
  • Proven ability to manage a diverse portfolio of projects
  • Experience in risk identification and mitigation strategies
  • Capability to manage staff and oversee program costs, schedules, and performance metrics
  • Thorough understanding of Government contract mechanisms, including the Federal Acquisition Regulation (FAR)
  • Proven skills in interpreting and negotiating large Government contracts.

Additional Qualifications:

  • Comprehensive contract management experience from inception to completion, with substantial knowledge of federal contracting regulations.
  • Expertise in managing and controlling funds and resources through complex reporting systems.
  • Demonstrated capability in overseeing multi-task contracts and subcontracts of varying complexity.
  • Successful track record in developing a Business Development Pipeline.
  • Sales experience combined with Project Management skills is preferred.
  • Proven proficiency in Customer Relationship Management and expanding existing accounts.
  • Collaborate with the Business Development team to secure new Task Orders and assist in creating Technical and Business Proposals.
  • Experience in growing a business and customer base.
  • Ensure deliverables are completed accurately and on schedule.
  • Work with leadership to explore new growth opportunities.
  • Engage with subcontractors to uphold business standards.
  • Conduct interviews and onboard new hires, focusing on high employee retention.
  • Lead quarterly progress reviews for leadership.
  • Prepare presentation materials for Contract/Task Order Kick-Offs as necessary.
  • Experience managing programs and large task orders with federal entities is required, with NIH experience being a plus.
