About the Role

We are seeking a highly skilled Scientific Program Manager to join our team at Guidehouse. As a key member of our organization, you will play a critical role in supporting the overall operational objectives of the National Heart, Lung, and Blood Institute.

Key Responsibilities
  • Collaborate with staff on general scientific issues related to the NHLBI HIV/AIDS program, actively participating in research agendas and providing support services to satisfy operational objectives.
  • Work with staff to develop and coordinate scientific initiatives, including Program Announcements (PAs), Requests for Applications (RFAs), and Requests for Proposals (RFPs).
  • Support the coordination, implementation, and monitoring of scientific programs and activities, ensuring alignment with organizational objectives and mission.
  • Analyze and evaluate changes in program plans, objectives, and funding, and their effect on financial and programmatic milestones.
  • Perform analysis and prepare reports to assess the effectiveness of programs, identifying areas for improvement and recommending changes in program direction and operation.
  • Review short- and long-range planning proposals to ensure alignment with organizational objectives and mission, and develop comprehensive studies of performance measures to evaluate program productivity.
  • Advise the NHLBI AIDS Coordinator on unique conditions and issues affecting administrative functions, and develop reports summarizing and synthesizing the body of work.
  • Coordinate activities and data calls from the NHLBI Immediate Office of the Director (IOD), NHLBI Financial Management Branch (FMB), NHLBI Office of Grants Management (OGM), NIH Office of AIDS Research (OAR), Congress, and the press.
  • Conduct literature reviews and online searches to examine the current state of HIV/AIDS-related heart, lung, blood, and sleep research, and prepare reports summarizing and synthesizing the body of work.
  • Prepare, present, and disseminate information about advances in promising new approaches and developments in HIV/AIDS-related heart, lung, blood, and sleep disease prevention and treatment.
  • Arrange seminars and workshops to assess the current state-of-the-science of disease prevention, facilitate collaborative efforts with NIH Institutes and Centers, and other governmental and non-governmental agencies.
  • Maintain and update the NHLBI HIV/AIDS Program public and Intranet websites, and keep current on the Department of Health and Human Services (DHHS), NIH, NHLBI, and NIH OAR grants policies relevant to HIV/AIDS.
  • Develop administrative standard operating procedures for the program, and work with staff on the preparation of scientific talks and presentations.
  • Assist in other NHLBI HIV/AIDS program-related activities, facilitate communication among the NHLBI HIV/AIDS Team, NHLBI staff, and NHLBI leadership, and provide information about the NHLBI HIV/AIDS Program and serve as a resource for general inquiries.
  • Facilitate communication with other ICs and the NIH OAR, prepare materials for meetings, including agendas and background materials, and complete progress reports.
  • Coordinate and disseminate information, provide status updates, and prepare reports to NHLBI leadership and OAR, and collaborate with staff on administrative tasks regarding the NHLBI HIV/AIDS budget.
  • Manage coding of HIV/AIDS grants (quarterly exercise required by the NIH OAR).
Requirements
  • Ph.D. in a science-related discipline OR an additional Three (3) years of specialized experience PLUS a Master's degree is equivalent to a Ph.D.
  • A minimum of TWO (2) years of related experience.
  • Strong communication skills, both oral and written.
  • Strong interpersonal skills and a teamwork mind-set.
  • Excellent analytical, organizational, and time management skills.
  • Proficiency with Microsoft Office Suite (MS Word, Excel, Outlook) and web-based applications.
  • Demonstrated attention to detail and ability to meet deadlines.
