About MOTA
The Mayor's Office of Talent and Appointments (MOTA) is dedicated to ensuring that the full spectrum of services and resources are accessible to the District's diverse communities. It acts as a bridge between the Mayor's office and various community groups to enhance the quality of life for residents.

The Director of Operations will report directly to the Director of MOTA. This role is pivotal in overseeing the planning, execution, and coordination of the office's programmatic activities, ensuring alignment with the Mayor's strategic objectives.

Key Responsibilities

  • Formulate and execute strategic initiatives that resonate with the Mayor's vision for community support.
  • Provide dynamic leadership to further MOTA's mission and objectives.
  • Manage daily operations of MOTA, ensuring compliance with established policies and procedures.
  • Effectively oversee budgetary allocations to support various programs and initiatives.
  • Build and maintain constructive relationships with community leaders and stakeholders.
  • Organize and engage in community events, forums, and discussions to address local needs.
  • Collaborate with policymakers and external partners to advocate for beneficial policies.
  • Stay informed on legislative changes and propose relevant policy recommendations.
  • Lead the design, implementation, and assessment of programs that enhance community well-being.
  • Ensure that programs are tailored to community needs and aligned with MOTA's strategic goals.
  • Supervise a diverse team, offering guidance and opportunities for professional growth.
  • Promote a collaborative work environment that encourages innovation and teamwork.
  • Act as a representative for MOTA in public engagements and media interactions.
  • Address inquiries from senior leadership and relevant agencies with the Director's guidance.
  • Prepare comprehensive reports and communication materials for various stakeholders.
  • Identify funding opportunities and manage grant proposals to support MOTA's initiatives.
  • Develop relationships with potential donors to secure additional funding sources.
  • Perform additional duties as required.

Required Competencies

  • In-depth understanding of issues impacting diverse communities, including education, health, and economic development.
  • Exceptional verbal and written communication skills, with the ability to engage a variety of stakeholders.
  • Proven experience in strategic planning, budget management, and achieving measurable outcomes.
  • Background in program development, evaluation, and grant management.
  • Familiarity with the District's Language Access program and its implications for community groups.
  • Knowledge of grant development and operational management.
  • Ability to work effectively with diverse communities, demonstrating cultural sensitivity.
  • Proficiency in Microsoft Office Suite and experience with database management tools.
  • Understanding of local government operations and policies is preferred.
  • Willingness to work evenings and weekends as necessary for community events.
  • Commitment to promoting equity, diversity, and inclusion within the community.

Minimum Qualifications

  • Candidates should possess 3-5 years of experience in community organizing, stakeholder engagement, or advocacy, ideally within government or nonprofit sectors, demonstrating leadership and management capabilities.
  • Fluency in French, Amharic, or other African languages is preferred.

Work Environment
This position primarily involves in-person work in an office setting, with opportunities for fieldwork during relevant events.

Residency Requirement
New appointees to the Excepted or Executive Service must either be District residents at the time of appointment or establish residency within 180 days of appointment. Failure to maintain residency will result in forfeiture of employment.
