The Assistant Chief Financial Officer for Budget reports directly to the Office of Chief Financial Officer.

The Assistant Chief Financial Officer for Budget advises the Department's senior officials on all budget matters including budgetary implications of policy and legislative proposals.

The Assistant Chief Financial Officer for Budget also provides technical oversight with respect to all budget activities throughout the Department.


MAJOR DUTIES
The Assistant Chief Financial Officer for Budget is responsible for the following budget formulation, budget justification, and budget execution functions:
Advise the Chief Financial Officer and other high-level officials of the Department, including the Deputy Secretary and Secretary, on budget matters, including the budgetary implications of policy and legislative proposals
Formulate, review, evaluate, and make recommendations concerning Department-wide policies, plans, standards, and basic procedures on:

Budget formulation, presentation, and execution
Administrative control of apportioned, allocated, allotted funds, and intra-Department transfers of such funds

Develop recommendations and options for consideration by the Chief Financial Officer and other high-level officials of the Department, including the Deputy Secretary and Secretary, on the Department's budget program
Advise and assist Department Assistant Secretaries and Staff Offices with their budgetary responsibilities and appraise the effectiveness of these activities across the Department
Prepare or review all consolidated Department-wide budget estimates prior to submission to the Office of Management and Budget (OMB), and Congress; reviews all budget materials to be submitted to OMB and Congress for conformance with Department and Executive Branch budget policy and standards
Serve as the principal point of contact on behalf of the Chief Financial Officer with OMB, other Federal agencies, the Congressional Budget Office, and Congressional Appropriations and Budget Committees on matters relating to the preparation and submission of budgets, resources and deferral proposals, technical issues, annual and supplemental estimates and on arrangements for appropriations hearings
