Position Details: This role is primarily remote, with occasional travel required. Candidates should reside in California, preferably within the greater Central Coast region, to align with the current geography of our Government Services clientele.

Key Responsibilities:

  • Serve as the primary liaison with clients and regulatory agencies.
  • Act as the Designer of Record (DOR) for state and federal projects while coordinating with clients and the MNS team as the Project Manager.
  • Represent clients as their Project Manager when necessary, overseeing contractor coordination and management of Capital Improvement Project (CIP) construction.
  • Manage professional and technical staff, along with contract administration.
  • Provide engineering design, analysis, and guidance to complete various CIP designs, including roadway design, concrete enhancements, ADA compliance modifications, storm drain improvements, grading and drainage plans, and erosion control measures.
  • Collaborate with staff to ensure comprehensive project plan sets and specifications are designed, coordinated, managed, and stamped with engineering approval.
  • Prepare and review construction cost estimates, utilizing current local construction market pricing resources for accuracy.
  • Lead multidisciplinary design teams to deliver complete project packages that meet client objectives.
  • Oversee reviews of RFIs, submittals, shop drawings, change orders, materials testing, and contractor reports to ensure compliance with project specifications and industry standards.
  • Review and/or prepare Storm Water Pollution Prevention Plans (SWPPP), Storm Water Control Plans (SWCP), Erosion & Sediment Control Plans (E&SCP), and stormwater reports to meet municipal codes and state permit requirements.
  • Coordinate with staff to provide oversight and guidance on client MS4 permits.
  • Prepare and present CIP staff reports, contracts, amendments, memorandums, and other documentation essential for the permitting, designing, bidding, and awarding of CIP projects in accordance with municipal procedures.
  • Manage project budgets and client invoicing effectively.
  • Assist in recruitment and performance evaluations.

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • California registered Professional Engineer (PE) is mandatory.
  • Certification as a Qualified Stormwater Practitioner (QSP) and Qualified Stormwater Designer (QSD) is required.

Experience:

  • 10-15 years of design or construction experience in municipal projects (public or private).

Essential Skills:

  • Strong understanding of civil engineering principles and applications.
  • Knowledge of municipal and federal processes related to CIP.
  • Familiarity with engineering tools utilized by staff.
  • Proficient in Word, Excel, and Adobe PDF/Bluebeam applications.
  • Excellent interpersonal skills and ability to collaborate effectively with colleagues, contractors, agency personnel, and the public.
  • Adept at evaluating project challenges and changes.
  • Exceptional oral and written communication skills.
  • Highly organized and capable of managing multiple projects, clients, staff, and schedules concurrently to exceed client expectations.

Travel Requirements:

  • Approximately 25% travel is expected for field meetings, site visits, design review meetings, client meetings, and necessary municipal meetings.
