The position is primarily remote, with occasional travel required. Candidates must reside in California, preferably within the greater Central Coast region due to the current geography of government services clients.
Key Responsibilities:
- Act as the primary liaison with clients and regulatory agencies.
- Serve as the Designer of Record (DOR) for state and federal projects while coordinating with clients and the MNS team as the Project Manager.
- Represent clients as their Project Manager when required, coordinating with contractors and overseeing construction of Capital Improvement Projects (CIP).
- Manage professional and technical staff along with contract administration.
- Provide engineering design, analysis, and guidance to staff for various CIP designs, including roadway design, concrete improvements, ADA compliance modifications, storm drain enhancements, grading and drainage plans, erosion control, and slope repair plans.
- Collaborate with staff to deliver project plan sets and specifications, ensuring quality control and engineering oversight.
- Prepare and review construction cost estimates, utilizing current pricing resources to ensure accuracy reflective of local construction markets.
- Lead coordination with multidisciplinary design teams to produce comprehensive project packages that meet client objectives.
- Oversee and review RFIs, submittals, shop drawings, change orders, materials testing, and contractor reports to ensure compliance with project specifications and industry standards.
- Review and/or prepare Storm Water Pollution Prevention Plans (SWPPP), Storm Water Control Plans (SWCP), Erosion & Sediment Control Plans (E&SCP), and stormwater reports to meet municipal codes and state permit requirements.
- Coordinate with staff to oversee client MS4 permits.
- Prepare and present CIP staff reports, contracts, amendments, memorandums, and other documentation necessary for permitting, designing, bidding, and awarding CIP projects in accordance with municipal procedures.
- Manage project budgets and client invoicing.
- Assist with recruitment and performance evaluations.
Qualifications:
Education and Certification:
- Bachelor's degree in Civil Engineering, Construction Management, or a related field.
- California registered Professional Engineer (PE) is required.
- Certification as a Qualified Stormwater Practitioner (QSP) and Qualified Stormwater Designer (QSD).
Experience:
- 10-15 years of design or construction experience in municipal projects (public or private).
Essential Skills:
- Strong understanding of civil engineering principles and applications.
- Familiarity with municipal and federal processes for Capital Improvement Projects.
- Proficient in engineering tools utilized by staff.
- Skilled in Word, Excel, and Adobe PDF/Bluebeam applications.
- Excellent interpersonal skills and ability to collaborate effectively with colleagues, contractors, agency personnel, and the public.
- Adept at evaluating project challenges and changes.
- Exceptional oral and written communication abilities.
- Highly organized and capable of managing multiple projects, clients, staff, and schedules simultaneously to exceed client expectations.
Travel Requirements:
- Estimated travel requirement of 25%. Attendance at field meetings, design review meetings, client meetings, and necessary municipal meetings will be required.
