Position Details: This role is primarily remote, with occasional travel required. Candidates should be based in California, preferably within the greater Central Coast region, to align with the geographic needs of our Government Services clients.

Key Responsibilities:

  • Serve as the primary liaison with clients and regulatory agencies.
  • Act as the Designer of Record (DOR) for both state and federal projects while coordinating with clients and the MNS team as the Project Manager.
  • Represent clients as their Project Manager, overseeing contractors and managing Capital Improvement Project (CIP) construction.
  • Supervise professional and technical staff, ensuring effective contract administration.
  • Provide engineering design, analysis, and guidance to complete a variety of CIP designs, including roadway design, concrete enhancements, ADA modifications, stormwater improvements, and erosion control plans.
  • Collaborate with staff to deliver project plans and specifications, ensuring quality control and compliance with engineering standards.
  • Prepare and review construction cost estimates, utilizing local market data for accuracy.
  • Lead coordination efforts with multidisciplinary design teams to achieve comprehensive project outcomes.
  • Oversee the review of RFIs, submittals, shop drawings, change orders, and contractor reports to ensure adherence to project specifications and industry standards.
  • Review and prepare Storm Water Pollution Prevention Plans (SWPPP) and related documentation to meet municipal and state requirements.
  • Coordinate with staff on client MS4 permits and compliance matters.
  • Prepare and present reports, contracts, and other documentation necessary for the successful execution of CIP projects.
  • Manage project budgets and client invoicing processes.
  • Assist in recruitment efforts and performance evaluations.

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • California Professional Engineer (PE) license is mandatory.
  • Certification as a Qualified Stormwater Practitioner (QSP) and Qualified Stormwater Designer (QSD) is required.

Experience:

  • 10-15 years of design or construction experience in municipal projects (public or private).

Essential Skills:

  • Strong understanding of civil engineering principles and applications.
  • Familiarity with municipal and federal processes for CIP.
  • Proficient in engineering software and tools.
  • Competent in Microsoft Word, Excel, and Adobe PDF/Bluebeam applications.
  • Excellent interpersonal skills and ability to collaborate effectively with diverse teams.
  • Strong problem-solving abilities and project evaluation skills.
  • Exceptional verbal and written communication skills.
  • Highly organized, capable of managing multiple projects and meeting client expectations.

Travel Requirements:

  • Approximately 25% travel is expected for site visits, design review meetings, and client interactions.
