Position Details: This role is primarily remote, with some travel required. Candidates are expected to reside in California, preferably within the greater Central Coast area, to align with our current client base in Government Services.

Key Responsibilities:

  • Serve as the primary liaison for clients and regulatory agencies.
  • Act as the Designer of Record (DOR) for state and federal initiatives while coordinating with clients and the MNS team as the Project Manager.
  • Represent clients as their Project Manager when required, overseeing contractor coordination and management of Capital Improvement Project (CIP) construction.
  • Lead and manage a team of professional and technical staff, ensuring effective contract administration.
  • Provide engineering design, analysis, and guidance to complete various CIP designs, including roadway design, concrete enhancements, ADA compliance modifications, stormwater improvements, and more.
  • Collaborate with staff to ensure comprehensive project plan sets and specifications are developed, including quality control and engineering validation.
  • Prepare and review construction cost estimates, utilizing current pricing resources to ensure accuracy in local construction markets.
  • Facilitate coordination with multidisciplinary design teams to deliver a complete project package that meets client objectives.
  • Oversee the review of RFIs, submittals, shop drawings, change orders, and contractor reports to ensure compliance with project specifications and industry standards.
  • Review and prepare Storm Water Pollution Prevention Plans (SWPPP), Storm Water Control Plans (SWCP), and related documentation to ensure adherence to municipal codes and state regulations.
  • Coordinate with staff to manage client MS4 permits effectively.
  • Draft and present CIP staff reports, contracts, amendments, and other necessary documentation for the permitting, design, bidding, and awarding processes of CIP projects.
  • Manage project budgets and oversee client invoicing.
  • Assist in recruitment efforts and conduct performance evaluations.

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • California Professional Engineer (PE) license is mandatory.
  • Certification as a Qualified Stormwater Practitioner (QSP) and Qualified Stormwater Designer (QSD) is required.

Experience:

  • 10-15 years of design or construction experience in municipal projects (public or private).

Essential Skills:

  • Strong understanding of civil engineering principles and applications.
  • Familiarity with municipal and federal processes related to CIP.
  • Proficient in engineering tools and software.
  • Skilled in Microsoft Word, Excel, and Adobe PDF/Bluebeam applications.
  • Excellent interpersonal skills and ability to collaborate with diverse teams.
  • Strong problem-solving abilities and capacity to evaluate project challenges.
  • Exceptional oral and written communication skills.
  • Highly organized with the ability to manage multiple projects and deadlines effectively.

Travel Requirements:

  • Approximately 25% travel is expected for site visits, design review meetings, client consultations, and necessary municipal meetings.
