Position Overview:
The Vice President of Federal Legislative Strategy is responsible for shaping, coordinating, and executing lobbying initiatives on Capitol Hill, leading a team of Directors in Federal Legislative Strategy. This role involves close collaboration with leaders in public policy and political affairs to interpret, draft, implement, and manage legislative policies and lobbying strategies, as well as political outreach efforts.
Key Responsibilities:
- Establish and nurture relationships with Members of Congress, their staff, industry stakeholders, and related associations to facilitate legislative actions.
- Engage with various government, industry, political, and consumer groups to effectively communicate the positions and messages of the National Apartment Association (NAA).
- Assist in grassroots mobilization and political action initiatives, including the distribution of political action committee resources.
- Collaborate in the creation of all substantive legislative communications directed to Capitol Hill, NAA members, affiliates, and other industry organizations.
- Supervise and provide direct support to lobbyists in their daily operations, while maintaining regular communication with the Senior Vice President for Government Affairs.
- Maintain comprehensive knowledge of legislative issues and developments, ensuring timely communication to membership and the Senior Vice President.
- Provide strategic direction and tactical support for lobbyists on legislative matters, ensuring adequate coverage of Hill offices.
- Work collaboratively with other Vice Presidents and the Senior Vice President to formulate overarching strategies that align with association priorities and external realities.
- Stay in regular contact with the Senior Vice President and other team members to keep abreast of key legislative issues.
- Engage in collaborative problem-solving with peers on policy and political matters.
- Lead efforts in lobbying activities related to urgent legislative issues within congressional committees and on the floors of the Senate or House.
- Support the design and execution of the annual grassroots advocacy conference.
- Partner with the Vice President of Public Policy and Regulatory Affairs to advance pro-rental housing legislation.
- Oversee NAA's collaboration with contract lobbying firms and consultants to support legislative initiatives.

Direct supervision of three Directors of Federal Legislative Strategy.
Travel Requirements:
Willingness to travel up to 20%.
Physical Demands:
While performing the duties of this position, the employee is regularly required to sit, use hands to manipulate objects, and reach with hands and arms. Occasionally, the employee may lift up to 20 pounds.

Education and Experience Requirements:
- Bachelor's degree in a relevant field.
- Over 10 years of experience in federal legislative affairs, including supervisory experience with lobbying professionals and consultants.
- Experience in a client-focused or trade association environment.
- Proven ability to manage multiple projects concurrently.
- Exceptional verbal and written communication skills, including experience presenting to groups.
- Demonstrated public speaking capabilities.
Advanced degree in law, Business Administration, Political Science, or a related field, or an equivalent combination of training and experience totaling 15+ years.
Salary Range:
$185,000 - $190,000.
