Position Overview: Indev is seeking a driven and experienced Senior Vice President to oversee our transportation services in the Washington DC metropolitan area. The successful candidate will possess a robust background and established connections within the U.S. Department of Transportation (DOT) and/or the Federal Aviation Administration (FAA). This hybrid position encompasses billable engagements, business growth initiatives, and comprehensive management of the Indev transportation portfolio.

Key Responsibilities:

  • Direct the delivery of services to DOT/FAA clients, including the development of sales pipelines, capture strategies, and technical solutions.
  • Manage and supervise service delivery in critical areas such as Software as a Service (SaaS) and Platform as a Service (PaaS) implementations, application development, data analytics, cloud services, DevOps, Agile methodologies, digital transformation, and cybersecurity.
  • Foster and maintain strong relationships with transportation sector clients.
  • Support high-quality service delivery, client relationship management, recruitment, lead generation, and sales initiatives.
  • Effectively communicate with senior leadership, team members, and stakeholders.
  • Leverage expertise in government IT contracting, acquisition trends, and federal customer purchasing behaviors.
  • Shape proposal criteria to enhance scoring and develop compelling proposals.

Qualifications:

  • Over 10 years of experience managing profit and loss for a small business, encompassing all facets of IT services capture, business development, and proposal creation in the transportation sector.
  • Strong existing relationships within the transportation industry.
  • Proficient in all aspects of capture management, including crafting and submitting successful proposals.
  • Expertise in SaaS/PaaS implementations, Agile software development, cloud engineering, DevOps, and cybersecurity.
  • In-depth understanding of DOT mission requirements and IT procurement practices.
  • Demonstrated leadership, ethical business practices, and negotiation capabilities.
  • Exceptional verbal and written communication skills.
  • Technical expertise in relevant fields such as SaaS/PaaS, Agile development, cloud services, DevOps, and cybersecurity, complemented by formal management training and experience.
  • Comprehensive knowledge of government IT contracting, acquisition trends, and federal customer purchasing behaviors.
  • Ability to effectively shape proposal sections to maximize evaluation scores.
  • Strong proposal development skills, including conducting color reviews, developing win themes, and integrating value propositions into final proposals.
  • Capacity to manage multiple capture efforts across various clients, capabilities, and locations, both as a prime contractor and subcontractor.

Clearance: Must be a U.S. Citizen and able to obtain a U.S. Federal government client badge, passing a government Public Trust background investigation.
