Position Overview

The Vice President of Federal Legislative Strategy is responsible for orchestrating and executing lobbying initiatives on Capitol Hill, leading a team of Directors specializing in Federal Legislative Affairs. This role involves close collaboration with leaders in public policy and political engagement to interpret, draft, implement, and manage legislative policies and lobbying strategies.

This executive maintains and nurtures relationships with Members of Congress, their staff, and relevant industry associations to drive legislative action. Engaging with various government, industry, political, and consumer groups, they effectively communicate the positions and messages of the National Apartment Association (NAA). Additionally, they support the AVP of Political Affairs and Stakeholder Engagement in grassroots mobilization and political action initiatives, including the allocation of NAAPAC funds.

Key Responsibilities:

  • Possess comprehensive knowledge of legislative issues and developments, ensuring timely communication to membership and the Senior Vice President (SVP).
  • Provide strategic guidance and tactical support to lobbyists on legislative matters, ensuring adequate representation on Capitol Hill.
  • Collaborate with fellow AVPs and the SVP to formulate overarching strategies that align with association priorities and external realities.
  • Maintain regular communication with the SVP and other AVPs to stay informed on key legislative issues.
  • Engage in collaborative problem-solving with peers on policy and political challenges.
  • Lead and direct lobbying efforts related to urgent legislative matters in Congress.
  • Assist the AVP of Political Affairs and Strategic Engagement in organizing the annual Advocate grassroots conference.
  • Work alongside the AVP of Public Policy and Regulatory Affairs to promote pro-rental housing legislation.
  • Oversee NAA's interactions with contract lobbying firms and consultants supporting legislative initiatives.

Supervisory Duties:

Education and Experience Requirements:

  • Bachelor's degree in a relevant field.
  • Over 10 years of pertinent experience in federal legislative affairs, including leadership of lobbying teams and consultants.
  • Experience in a client-focused or trade association environment.
  • Proven ability to manage multiple projects concurrently.
  • Exceptional verbal and written communication skills, including public speaking.

Preferred Qualifications:

Advanced degree in law, Business Administration, Political Science, or a related field, or an equivalent combination of training and experience totaling 15+ years.
