Position Overview:
The Vice President of Federal Legislative Affairs is responsible for the development, coordination, and execution of lobbying initiatives on Capitol Hill, leading a team of Directors in Federal Legislative Affairs. This role involves collaboration with leaders in public policy and political affairs to interpret, draft, implement, and manage legislative policies and lobbying strategies, as well as political outreach efforts.

Key Responsibilities:

  • Establish and maintain relationships with Members of Congress, their staff, industry stakeholders, and related associations to facilitate legislative action.
  • Communicate the positions and messages of the National Apartment Association (NAA) to various government, industry, political, and consumer groups.
  • Assist in grassroots mobilization and political action initiatives, including the distribution of political action committee funds.
  • Collaborate in the preparation of all significant legislative communications directed to Capitol Hill, NAA members, affiliates, and other industry groups.
  • Supervise and support lobbyists in their daily operations while providing regular updates to the Senior Vice President for Government Affairs.
Principal Accountabilities:
  • Maintain comprehensive knowledge of legislative issues and developments, sharing insights with membership and senior leadership.
  • Provide strategic direction and support for lobbyists' daily activities to ensure effective representation on legislative matters.
  • Work with other senior leaders to formulate overarching strategies that align with association priorities and external realities.
  • Engage in regular communication with senior leadership and team members to stay informed on key legislative issues.
  • Collaborate with peers on policy and political challenges.
  • Lead lobbying efforts related to urgent legislative matters in Congress.
  • Support the planning and execution of the annual grassroots advocacy conference.
  • Partner with relevant departments to develop pro-rental housing legislation.
  • Oversee engagement with contract lobbying firms and consultants to enhance legislative efforts.
Required Qualifications:
  • Bachelor's degree in a relevant field.
  • Over 10 years of experience in federal legislative affairs, including team supervision.
  • Experience in a client-focused or trade association environment.
  • Strong project management skills.
  • Exceptional verbal and written communication abilities, including public speaking.
Preferred Qualifications:
  • Advanced degree in law, business administration, political science, or equivalent experience (15+ years).
Compensation:
Salary range of $185,000 - $190,000.

Work Environment:
The role is primarily office-based, utilizing standard office equipment, with the potential for travel up to 20%.
