Job Summary:

The Commonwealth of Virginia seeks a highly skilled and experienced Director of Financial Planning and Analysis to join its team. As a key member of the administration, this individual will be responsible for developing, implementing, and administering the university's operating and capital budgets.

Key Responsibilities:

  • Develop and implement budget plans and policies to ensure effective financial management and resource allocation.
  • Provide ongoing monitoring and analysis of budget performance, including preparation of periodic budget reports for senior management and the Board of Visitors.
  • Conduct special studies and analyses related to budget management and long-range financial planning.
  • Provide analytical assistance and problem-solving support to the university community through participation in committees and working groups.
  • Lead the development of state funding requests, legislative amendments, and the university's six-year plan.
  • Prepare state reports on tuition and fees, revenues, and other analyses as required by state entities.
  • Collaborate with the capital outlay office on financial planning, monitoring of capital project expenditures, bond reimbursements, and submission of applications for state bond financing.

Requirements:

  • Five years of progressive experience in financial analysis and budget development, execution, and administration at a higher education institution or equivalent.
  • Excellent interpersonal and leadership skills, with the ability to manage and oversee the work of others.
  • Ability to develop and effectively communicate financial policies and information to stakeholders.
  • Strong written, oral, and presentation skills.
  • Deep understanding of enterprise systems, including functional participation in major ERP or system implementations.
  • Direct experience working with Ellucian Banner.
  • Master's degree in Business, Finance, Management, Accounting, Economics, or a related field.
  • Ten years of progressive experience in financial analysis and budget development, execution, and administration at a higher education institution or equivalent.
  • Relevant experience in a budget, planning, or institutional research office at a Virginia public higher education institution.
