Job Summary

The Santa Clarita Community College District is seeking a highly skilled and experienced Executive Director, Human Resources to lead the Human Resources and Professional Development division. This is a full-time position that will be responsible for providing strategic leadership and direction to the HR function, ensuring that the district's human resources policies and procedures are aligned with its mission and goals.

Key Responsibilities
  • Develop and implement human resources strategies and policies that support the district's mission and goals.
  • Provide expert advice and guidance to faculty, staff, and administrators on human resources matters, including employee relations, recruitment, compensation, performance management, benefits administration, workers' compensation, labor relations, and HR management information systems.
  • Oversee the daily operations of the Human Resources office, ensuring efficient workflow and effective training and cross-training of staff for seamless office coverage.
  • Recruit, train, supervise, and evaluate Human Resources staff, incorporating feedback from the Assistant Superintendent/Vice President of Human Resources.
  • Direct the hiring, budgeting, scheduling, and work assignments of short-term employees and college assistants, ensuring accurate timekeeping and effective work assignments.
  • Supervise the recruitment process to ensure positions are filled in a timely manner, continuously assessing and enhancing the recruitment program for all employee groups.
  • Ensure thorough and appropriate assessment and testing of applicants as part of the hiring process.
  • Interpret and enforce compliance with State and Federal laws, regulations, and collective bargaining agreements, guiding managers and employees on these regulations.
  • Provide expert advice on District Human Resources policies and hiring processes, utilizing technical knowledge and policy interpretation skills.
  • Manage the completion of candidate reference checks, Verifications of Employment (VOEs), and review of LiveScan and clearance issues.
  • Coordinate with HR staff to ensure timely preparation of board agenda items and oversee the implementation of Board actions.
  • Oversee the accurate completion and processing of vacancy planning forms, personnel requisition forms, and personnel action forms.
  • Ensure the effective and user-friendly operation of the applicant tracking system.
  • Oversee the onboarding process, including training and implementation for new employees.
  • Lead and ensure timely completion of performance evaluations for faculty, staff, and administrators, providing guidance to managers on evaluation preparation.
  • Address complaints related to the hiring process and general Human Resources issues, conducting investigations into employee relations matters as needed.
  • Represent Human Resources on the Minimum Qualifications and Equivalencies Committee.
  • Assist with Accreditation by conducting research, collecting data, and reviewing written submissions.
  • Contribute to the department's strategic plan and program review with data and input on goals and accomplishments.
  • Oversee the management of confidential personnel files and records, ensuring secure and organized maintenance of HR information systems.
  • Lead or participate in training sessions for HR and other staff members, ensuring effective knowledge transfer.
  • Prepare materials for labor negotiations, including surveys and policy reviews, analyzing legislation and trends affecting HR and recommending operational changes.
  • Develop and revise job announcements and descriptions, collaborating with unions for final review and approval.
  • Ensure proper placement and compensation for positions, negotiating job description changes with union representatives as needed.
  • Lead the CSEA reclassification committee, overseeing the reclassification process and making recommendations based on thorough evaluation.
  • Provide guidance on campus reorganizations and reclassifications, including proposal reviews and job description revisions.
  • Conduct analytical work related to position classification, compensation, job analysis, and recruitment, preparing comprehensive surveys and reports.
  • Ensure that job descriptions and recruitment policies are up-to-date and compliant with regulations.
  • Manage and respond to classification and compensation surveys, preparing reports for external agencies as needed.
  • Develop and maintain a clear classification plan, creating job ladders and evaluating position responsibilities and requirements in comparison with other institutions.
  • Provide training on contract changes that impact employees.
  • Recommend and assist in developing new or revised policies, procedures, contract language, and forms related to employee matters.
  • Lead and participate in special projects and committees as assigned.
  • Oversee quality control processes, including Post-Audit Forms (PAFs), data management in Datatel/Colleague, and payroll checks and balances.
  • Ensure timely completion of all action items related to HR policies and procedures.
  • Research and compile statistics and information from various sources, preparing detailed reports, spreadsheets, and administrative documents independently.
  • Analyze and evaluate the impact of new legislation, trends, and developments related to Human Resources, recommending necessary operational changes.
  • Collaborate with Business Services to maintain accurate position control records and communicate position changes to the Budget Coordinator.
  • Coordinate the preparation of records for audits by external agencies and District auditors.
  • Ensure the timely and accurate completion of subpoena requests.
  • Research and compile complex data sets to support assignment and scheduling of AFT members, coordinating with relevant departments.
  • Lead the use of advanced HR systems and information management software, creating and presenting charts, graphs, and tables for reports.
  • Contribute to strategic planning and program review by providing relevant data and input on goals and accomplishments.
  • Attend, conduct, and participate in various meetings and committees, preparing and delivering presentations and representing the Assistant Superintendent/Vice President as needed.
  • Perform other duties as assigned.

  • Effectively interpret the California Education Code, Title V, collective bargaining language, and other rules and regulations governing the community college system.

  • Prioritize work in anticipation of needs and goals with efficiency, speed, and accuracy.
  • Design and conduct research projects and studies and utilize internet research techniques.
  • Write job descriptions clearly and accurately.
  • Principles of job analysis, classification structures, and compensation plans.
  • Report and communicate complex ideas and research information and findings clearly and concisely in oral and written form to a variety of audiences.
  • Assume and demonstrate independent responsibility for decisions and actions having broad implications on various aspects of Human Resources management.
  • Apply principles and practices of public Human Resources management, including classification and pay principles used in analyzing and describing positions, establishing proper salary levels, conducting classification and pay surveys, employee relations, and performance evaluation.
  • Work effectively and demonstrate currency of knowledge with computers and other forms of advanced technology utilized in providing high-quality services; demonstrate proficiency in Microsoft Office software (Word, Excel, Outlook).
  • Utilize database and HRS software and organize and maintain detailed and accurate records in databases and the HRS for reports and for auditing purposes.
  • Communicate effectively in oral and written form.
  • Read, understand, and apply policies, rules, and regulations.
  • Provide appropriate information to the staff and the public in a friendly, professional manner.
  • Maintain confidentiality of office and employee records and demonstrate tact and poise in working with the staff and the public on matters of a confidential and sensitive nature.

Qualifications and Minimum Requirements
  • Minimum Requirements:
    • Bachelor's Degree from an accredited institution.
    • Equivalent to three years of progressively responsible full-time experience in a human resources office, including work with the employment process and human resources information systems. Also requires at least one year of supervisory experience.
  • Preferred Qualifications:
    • Master's Degree.
    • Experience maintaining a classification structure, conducting compensation studies and surveys, performing job analysis, and creating and revising job descriptions.
    • Successful experience in long and short-range planning.
    • Experience providing effective training.
    • Successful experience working with labor unions.
    • Human Resources experience in the public sector and/or educational institutions is desirable.
