Position: Business Management Specialist / Business Analyst (Remote Work)

Contract Duration: Contract

Location: Remote

Client: State Department

Preferred Experience: Candidates with prior experience in State Department projects will have an advantage.

Healthcare Experience: Experience in the healthcare domain is a plus.

Key Responsibilities:

  • Oversee, coordinate, and draft Advance Planning Documents (APDs) essential for the management of state and federal programs, ensuring compliance with U.S. Department of Health and Human Services and U.S. Department of Agriculture guidelines.
  • Establish and nurture robust relationships with various teams, vendors, and stakeholders to facilitate the APD process.
  • Organize and lead meetings to gather, analyze, and finalize information pertinent to the APD process.
  • Stay informed about updates in CMS HHS and USDA FNS policies, regulations, and standards related to APDs, serving as a subject matter expert.
  • Educate project team members and stakeholders on compliance processes, including outcome statements and metric development.
  • Engage in discussions with federal partners and relevant departments.
  • Contribute to procurement development processes and monitor associated progress.
  • Participate in cost allocation processes and track progress.
  • Provide status updates to program leadership regarding APD development and related activities.
  • Collect and review documentation from business and technical staff.
  • Prepare documents for review and approval independently.
  • Organize content and complete writing assignments in accordance with agency standards regarding clarity, order, and terminology.

Qualifications:

  • Bachelor's degree in business administration, information technology, public administration, management information systems, or a related field from an accredited institution.
  • A minimum of 8 years of experience in developing advance planning documents is preferred.
  • At least 3 years of experience in state government or public sector roles, particularly in health and human services programs.
  • Familiarity with government regulations related to advance planning document writing.
  • Strong communication and follow-up skills.
  • Proven ability to manage multiple projects, including understanding project scope, schedules, quality, change management, and financial aspects.
  • Prior experience as a business analyst or project manager is advantageous.
  • Exceptional written and verbal communication skills.
