Job Summary: We are seeking a skilled Human Resources Specialist to serve as the Chief Learning Officer for the Departmental Offices of the Treasury. As a key member of our team, you will be responsible for leading training and development activities, including planning, designing, and delivering programs that enhance the skills and knowledge of our workforce.

About the Role

  • Oversee and manage the planning and delivery of training programs, activities, and services.
  • Collaborate with managers, supervisors, and program staff to plan, administer, and assess training programs.
  • Serve as an internal consultant to senior managers and participate in strategic planning and decision-making deliberations.
  • Develop and implement comprehensive training programs in areas such as career development, leadership, communications, and technical competency.
  • Serve as the President's Management Council (PMC) Coordinator and partner with the Treasury Chief Human Capital Officer to identify top talent.

Requirements

  • Must be a U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • Public Trust - Background Investigation will be required.
  • All new hires must comply with federal ethics laws.
  • Complete a Declaration for Federal Employment to determine suitability for employment.
  • Have salary sent to a financial institution by Direct Deposit/Electronic Funds Transfer.
  • If male, born after December 31, 1959, certify registration with the Selective Service System or exemption.
  • Go through Personal Identity Verification (PIV) process with two forms of identification.
  • Undergo income tax verification.

Qualifications

  • Must meet GS-14 grade level requirements within 30 days.
  • Specialized experience: One year at a GS-13 level, including planning, designing, and delivering talent development programs; designing and delivering adult instructional activities; using analytical techniques to evaluate training needs; and leading training using a learning management system.
  • Time-in-grade: At least 52 weeks at the GS-13 level.
  • Time-after-competitive-appointment: Three months in a non-temporary competitive appointment.
