Position Overview

OPEN POSITION: Director - Department of Forensic Sciences (DFS)

SALARY RANGE: PS3 ($274,831 to $357,281)

The Department of Forensic Sciences (DFS) is seeking a highly qualified individual to assume the role of Director. This leadership position entails overseeing the comprehensive management and operational functions of the Department. The Director will be accountable for supervising the activities and services delivered through the Forensic Science Laboratory Division, the Public Health Laboratory Division, and the Crime Scene Services Division.

The primary mission of DFS is to deliver exceptional, timely, precise, and dependable forensic science services by employing best practices and the latest available technologies. The Department emphasizes impartial science and transparency while enhancing public safety. DFS conducts independent analyses of biological pathogens, chemical substances, radiological materials, firearms, fingerprints, DNA, and trace evidence collected within the jurisdiction, serving public health, law enforcement, and justice systems.

DFS also provides expert witness testimony in support of its analytical findings in court proceedings. The Public Health Laboratory, functioning within DFS, conducts clinical disease and environmental testing, alongside emergency health responses.

A Science Advisory Board offers strategic guidance to DFS, ensuring adherence to scientifically valid protocols and the prompt integration of innovative technologies. This board comprises nine scientists, including five published scholars in quality assurance and statistics, and four forensic scientists from outside the jurisdiction.

Key Responsibilities

  • Act as a recognized consultant and advisor to the Mayor on issues related to forensic science services.
  • Lead and manage the agency, assigning tasks to staff, planning work objectives, and supervising professional and technical operations.
  • Exercise discretionary authority over budget allocations and evaluate staff performance, guiding them towards potential advancement.
  • Provide expert testimony in judicial settings and engage in pretrial discussions with legal representatives.
  • Develop and implement policies and procedures to ensure compliance and enhance operational effectiveness.
  • Establish protocols and manage safety, quality assurance, and training programs.
  • Direct research and analysis of policies and legislation impacting the Department's functions.
  • Ensure high standards of quality and integrity in forensic science services, maintaining necessary accreditations.
  • Report any allegations of professional misconduct or testing errors to the Science Advisory Board.
  • Prepare annual reports on departmental activities for submission to relevant authorities.
  • Oversee the development of training manuals and standard operating procedures for forensic testing and analysis.
  • Manage the revision of long-term plans and objectives in response to budgetary or legislative changes.
  • Prepare policy documents and presentations for the Mayor and other governmental bodies.
  • Perform additional related duties as assigned.

Qualifications

  • Extensive knowledge of forensic sciences through both professional and academic experience.
  • Master's degree or higher in a relevant scientific discipline from an accredited institution.
  • Proven management and administrative experience in either public or private sectors.
  • A minimum of five years of management-level experience supervising a team in a large organization.
  • At least four years of experience directing scientific and administrative personnel in a forensic or research environment.
  • In-depth understanding of forensic science principles and methodologies.
  • Expertise in quality assurance practices and program effectiveness assessment.
  • Demonstrated leadership skills in a collaborative environment, with the ability to set and uphold performance standards.
  • Exceptional communication skills, both verbal and written, suitable for diverse audiences.

Residency Requirement
New appointees to the Excepted or Executive Service must either be District of Columbia residents at the time of appointment or become residents within 180 days of appointment. Continued residency is required throughout the duration of employment.
