Job Title: Senior Business Development Manager

Key Responsibilities of the Senior Business Development Manager:
The Senior Business Development Manager is responsible for devising and executing strategies to identify and secure new business opportunities, primarily through effective collaboration and teamwork, transforming these opportunities into tangible business growth for the organization. The ideal candidate is a visionary leader, capable of maintaining a broad perspective while paying attention to critical details, and promotes a positive, collaborative, and responsive team culture.

The Senior Business Development Manager will:
  • Spearhead task order capture initiatives for one or more significant IDIQ contracts, including formulating comprehensive IDIQ capture strategies, innovatively organizing efforts for optimal efficiency, and directing actions and priorities.
  • Assume responsibility for specific task order capture initiatives. For these efforts, conduct competitive analysis and outreach to assemble teams, manage NDA and Teaming Agreement communications (with assistance from the in-house Contracts team), and act as a Capture Manager during the RFP response phase by guiding the proposal team in crafting a successful proposal, with particular focus on developing win themes, competitive pricing, and demonstrating a clear understanding of client needs.
  • Lead the response to RFIs, Sources Sought, RFPs, and GSA Market Surveys.
  • Conduct and/or oversee research initiatives to establish a robust capture pipeline and continuously prioritize efforts to maximize returns.
  • Meet demanding (occasionally under 24 hours) deadlines for capture initiatives.
  • Cultivate and/or strengthen relationships with industry partners and government representatives.
  • Take a leadership role in weekly capture meetings, presenting strategies and formulating actionable plans to advance opportunities through the sales cycle.
  • Regularly meet with the leadership team to review daily operational tasks.
Qualifications:
  • A minimum of 4-10 years of experience in capturing accounts, forming teams, and expanding business with the Federal government.
  • Comprehensive experience with the entire lifecycle of capture efforts, including opportunity identification and qualification, RFP analysis, teaming and negotiations, and pricing and proposal development.
  • Strong understanding of sales and business development methodologies, with an aptitude for a dynamic, fast-paced capture environment.
  • Familiarity with the Federal government contracting landscape and knowledge of key industry leaders is preferred.
  • Established contacts within the Federal sector to facilitate strategic teaming arrangements.
  • Experience managing capture efforts for large IDIQ contracts, such as ITES-3S, DLA JETS, CIOSP3, GSA MAS, GSA ALLIANT, DISA ENCORE, or similar vehicles is advantageous.
  • Exceptional leadership, management, organizational, and time-management skills are essential.
  • A bachelor's or master's degree in business, management, engineering, marketing, or a field relevant to emerging technologies or Federal/DoD contracting is required.
  • Excellent written and verbal communication skills are necessary.
  • U.S. Citizenship is required, with the potential for obtaining a Security Clearance.
  • Local residency in Northern Virginia is preferred.
Work Environment
The employee will work in a professional office environment and may also have the opportunity to work remotely as needed. The primary collaboration and communication tools utilized include Microsoft Teams, Microsoft SharePoint, and the complete suite of Microsoft Office 365 products. Flexibility in telework arrangements and responsiveness to the needs of leadership and team dynamics will be essential. Regular participation in daily meetings is expected.
