Job Overview

The Senior Vice President of IT Program Management is tasked with steering and supervising the effective execution of IT initiatives and programs, ensuring alignment with the strategic goals of the organization. This executive plays a pivotal role in fostering innovation, enhancing efficiency, and promoting teamwork within the IT delivery unit while overseeing resources, financials, and stakeholder engagement. Responsibilities encompass product development and design, financial oversight, and the delivery of IT solutions to sector clients. The organization encompasses all facets of standards and project execution, including governance, ongoing enhancement, compliance, service management, PMO, and service catalog.

Key Responsibilities:

+ Formulates, implements, and articulates the IT delivery strategy in alignment with the business objectives of BAE Systems USA.

+ Manages the planning, execution, and assessment of IT projects and programs, ensuring timely delivery, budget adherence, and quality standards.

+ Collaborates with the CIO, VP of IT Operations, and Business Technology Officers to develop and achieve company and ESS objectives while providing expertise and guidance on systems and processes.

+ Ensures technology delivery meets customer expectations.

+ Evaluates project performance against established benchmarks and expectations.

+ Defines, measures, and implements key capabilities in Service Management, including Incident Management, Problem Management, Change Management, Configuration Management, and Release Management. Establishes a comprehensive standard and instruction set for service ownership to be adopted by all service towers and organizations.

+ Stays abreast of emerging technologies and industry best practices in IT and project delivery.

+ Champions continuous improvement initiatives, refining IT delivery processes, methodologies, and practices to boost efficiency, effectiveness, and customer satisfaction.

+ Effectively allocates resources, including budgeting, staffing, and vendor management, to support project delivery requirements.

+ Cultivates a collaborative and innovative work environment within the IT delivery team, encouraging knowledge sharing, ongoing learning, and professional growth.

+ Identifies and mitigates risks and challenges in IT delivery processes, implementing strategies to ensure compliance with regulations, security standards, and best practices.

The Senior Vice President of IT Program Management reports directly to the CIO of BAE Systems USA. This leader possesses extensive experience in strategic planning, project management, demand management, and change management. They maintain continuous awareness of technical, architectural, process, personnel, and cybersecurity issues impacting service delivery. This position is also accountable for key standards and ensuring compliance with all relevant cybersecurity standards. The ideal candidate will have the capability to identify and implement innovative solutions to meet customer needs.

Qualifications:

+ Bachelor’s degree in Computer Science, Engineering, or a related field; a Master’s degree or MBA is highly preferred; equivalent experience is acceptable.

+ Minimum of 10 years of experience managing multiple, geographically dispersed departments focused on effective product development and project delivery.

+ At least 10 years of experience managing enterprise IT operations in accordance with Federal Cybersecurity standards such as NIST and DFARS.

+ Proven track record (10 years) in IT project management and delivery, including leadership roles.

+ Strong understanding of project management methodologies, software development lifecycle (SDLC), and IT service management frameworks (ITIL, Agile, etc.).

+ Demonstrated ability to lead and manage high-performing teams, fostering a culture of collaboration, innovation, and continuous improvement.

+ Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.

+ Strategic thinking and problem-solving capabilities, with a history of driving successful IT initiatives.

+ Strong organizational and time management skills, with the ability to prioritize and manage multiple projects simultaneously.

+ Knowledge of industry trends, emerging technologies, and regulatory requirements in the IT sector.

+ Relevant certifications (e.g., PMP, ITIL, Scrum Master) are desirable.

+ Leadership experience overseeing a large technical staff (~300 or more) with leaders managing various functions.

+ Previous experience in business process re-engineering, process improvement, and automation, involving comprehensive information systems, utilizing tools and techniques to effect business change; experience in business systems analysis.

Preferred Qualifications:

+ Master’s degree or MBA is highly desirable.

+ PMP, ITIL, Scrum Master certifications are preferred.

Compensation Information:

Full-Time Salary Range: $330,800

Please note: This range is based on market pay structures. However, individual salaries are determined by various factors including business considerations, local market conditions, and internal equity, as well as candidate qualifications such as skills, education, and experience.
