Job Summary

We are seeking a highly skilled and experienced Chief of Staff to join our team at the Department of Defense. As a key member of our leadership team, you will provide strategic guidance and support to our Deputy Director, People, Finance & Management.

Key Responsibilities
  • Serve as the lead representative for the Deputy Director, People, Finance & Management, actively participating in discussions regarding policy and program development, financial accountability and execution, contract management and requirements, and confidential meetings aimed at staying informed about Department issues and coordinating the implementation of resultant actions.
  • Oversee the fulfillment of assignments and commitments by utilizing the resources within the DD, PF&M's staff and various offices both within DIU and across the Department of Defense, seeking technical advice and assistance where necessary.
  • Delegate tasks, assignments, and responsibilities while specifying completion dates and identifying long-term and short-term actions to ensure a clear understanding and accomplishment of the objectives set by the Director, DIU and DD, PF&M.
  • Maintain current information on the progress of major initiatives, supervise briefings on significant problems or contentious policy and program matters, and thoroughly review all documents that the DD, PF&M must review or endorse.
  • Oversee the preparation of background information regarding key issues of concern to the DD, PF&M and facilitate communication and input from subordinate offices on actions or decisions that may affect their responsibilities, fostering a culture of consultation and collaboration to better grasp critical issues.
  • Transmit instructions to others and make independent judgments and decisions necessary to optimize the productive utilization of the DD, PF&M's time.
  • Presents and interprets views to relevant officials both within and outside the Department.
  • Serves as a central point of contact and a catalyst, ensuring prompt, efficient, and comprehensive follow-through on high-level issues.
Requirements
  • U.S. Citizenship is required.
  • Males born after must be registered or exempt from Selective Service.
  • May be required to successfully complete a probationary/trial period.
  • Must be determined suitable for federal employment.
  • Required to participate in the direct deposit program.
  • This position is subject to pre-employment and random drug testing.
  • This position is subject to the DoD Priority Placement Program.
  • This position requires a Top Secret/SCI clearance.
  • This position may require 10% of travel.
Qualifications

To qualify for this position, you must have one year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service that demonstrates:

  • Experience utilizing mastery knowledge of various DoD laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of operations.
  • Experience utilizing knowledge of space utilization and supply offices and procedures of OSD, defense agencies, military departments, and other government-contracted organizations.
  • Experience demonstrating knowledge of organizational theory and skills in applying analytical and evaluative methods and qualitative and quantitative techniques to conduct studies of organizational structures and management practices.
  • Experience demonstrating familiarity with OSD staff organization and internal coordination procedures.
  • Experience utilizing knowledge of the role of the DoD and the importance of the support roles and missions of the Military Departments and Defense agencies and how they contribute to the overall success of the DoD.
  • Experiences with contracting regulations and processes (e.g., Federal Acquisition Regulation).
  • Experience designing, implementing, and working with advanced data collection methods; utilizing computer-based spreadsheet applications (e.g., MS Office Suite - Word, Excel, and PowerPoint) for the completion, qualitative evaluation, and presentation of data; developing quantitative analysis supported by the data collection/evaluation effort.
  • Experience interfacing with various scientists, engineers, analysts, managers, and executives at all organizational levels.
  • Experience maintaining effective relationships with Senior Leaders/Flag-level principals and their staff in DoD, Service Agencies, and field activities.
