Position Overview

The Department of the Navy is seeking a highly skilled individual to provide national leadership and establish strategic technical and managerial direction for various programs.

Key Responsibilities
  • Lead initiatives involving science and technology, research and development, acquisition support, testing and evaluation, and in-service programs focused on Special Warfare and Expeditionary Systems.
  • Participate on committees responsible for analyzing and selecting proposals related to Naval Innovation Science and Engineering.
  • Oversee approximately 1,150 government personnel and 1,300 contractor personnel, ensuring effective management and leadership.
  • Directly manage a substantial enterprise with a budget of $1 billion, ensuring efficient allocation of resources.
  • Provide technical leadership for comprehensive life cycle support functions to ensure the safety, reliability, and effectiveness of special missions hardware and software.
Qualifications and Requirements

Applicants must meet the following conditions:

  • Must be a U.S. Citizen.
  • Must be deemed suitable for federal employment.
  • Participation in the direct deposit pay program is mandatory.
  • New hires will be required to pass the E-Verify employment verification check.

Additional requirements include:

  • Completion of ethics orientation within three months of appointment.
  • Submission of a Confidential Financial Disclosure Report within 30 days of appointment.
  • Obtaining and maintaining an interim and/or final security clearance prior to starting the position.
  • Compliance with the Defense Acquisition Workforce Improvement Act (DAWIA) is required, including certification in the assigned Acquisition Functional Area.
  • Successful completion of a pre-employment drug test is mandatory.
  • Ability to travel to various locations, including remote and potentially hostile environments.
Mandatory Technical Qualifications

Applicants must provide a narrative statement addressing the following:

  • Demonstrated technical expertise in expeditionary warfare hardware and software, including sensors, weapon systems, and autonomous systems.
  • Ability to negotiate complex solutions and achieve desired outcomes with diverse stakeholders.
  • Capability to assess and prioritize mission requirements and capability gaps strategically.
  • Experience in developing organizational vision and leading strategic change.
  • Knowledge of business and financial management systems and principles.
Education and Experience

Applicants must possess a degree in engineering or a related field, with specific coursework in physical and mathematical sciences. Professional registration or licensure is preferred.
