Lead Technical Manager for Special Operations

The selected candidate will assume a pivotal role in shaping national leadership and defining the technical and managerial framework for various programs.
Key Responsibilities- Oversee initiatives related to science and technology, research and development, acquisition support, testing and evaluation, and in-service programs specifically focused on Special Warfare and Expeditionary Systems.
- Participate in the committee responsible for evaluating and selecting proposals for Naval Innovation Science and Engineering.
- Manage a workforce comprising approximately 1,150 government personnel and 1,300 contractors.
- Directly oversee a substantial enterprise with a budget of $1 billion.
- Provide comprehensive technical leadership throughout the entire lifecycle of special missions hardware and software, ensuring safety, reliability, and effectiveness.
Conditions of Employment:
- Must be a U.S. Citizen.
- Must be deemed suitable for federal employment.
- Participation in the direct deposit pay program is mandatory.
- New hires will be required to successfully complete the E-Verify employment verification check.
Additionally, candidates must complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report within 30 days of appointment. A security clearance will be required prior to starting the position, and failure to maintain this clearance may lead to job offer withdrawal or termination.
QualificationsCandidates must provide a detailed narrative statement addressing the following Mandatory Technical Qualifications:
- Proven technical expertise in expeditionary warfare hardware and software, including sensors, sensor integration, weapons systems, and autonomous systems.
- Ability to negotiate complex solutions with a diverse range of stakeholders.
- Capability to assess and prioritize mission requirements and capability gaps strategically.
- Experience in developing organizational vision and leading strategic changes that align with Department of Navy and Department of Defense goals.
- Knowledge of business and financial management systems to effectively plan and direct technical and business functions.
Applicants must meet specific educational qualifications as outlined by the Office of Personnel Management, including degrees in engineering, physical sciences, or related fields. Professional registration or licensure may also be required.
Additional InformationThis position is part of the competitive service and is not covered by the Department of Defense Priority Placement Program. Candidates will be evaluated based on their qualifications and experience as they relate to the requirements of the position.
