Job Summary

We are seeking a highly skilled and experienced Human Resources Specialist to join our team at Army National Guard Units. As a key member of our organization, you will be responsible for overseeing and ensuring the accomplishment of work performed in the areas of personnel management, administration, and public relations.

Key Responsibilities
  • Develop, implement, and evaluate the administration and personnel policies for the organization.
  • Serve as the primary advisor for the command in the areas of legal, medical, and personnel actions.
  • Make decisions based on the commander's guidance and intent in the area of personnel and administrative management.
  • Keep abreast and ensure the implementation of new policy statements, regulations, and directives issued by higher headquarters concerning administrative and personnel activities.
  • Provide guidance and assistance to ensure command programs have been implemented and evaluate their effectiveness in subordinate elements.
  • Analyze and/or prepare the personnel readiness areas of the organizational readiness report.
  • Review, analyze, and provide recommendations relative to proposed MTOE and/or force structure changes to determine the impact on personnel authorizations.
Requirements
  • Compatible military grade and assignment required prior to the effective date of placement.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership.
  • Military Grades: O-1 through O-3
  • Conditions of Employment: National Guard Membership is required.
  • Participation in direct deposit is mandatory.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; comp time may be required.
Qualifications
  • GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration.
  • SPECIALIZED EXPERIENCE: To qualify for the GS-09 level, you must have at least 12 months of specialized experience, education or training equivalent to at least the next lower grade level.
