Chief Human Resources Officer

As the Director of Human Resources, you will play a pivotal role in shaping the workforce of the Grossmont-Cuyamaca Community College District. This position involves strategic oversight of the district's employment initiatives, encompassing recruitment, selection, and professional development for all staff categories.
Key Responsibilities:
1. **Leadership and Management:**
- Direct the operations of the Human Resources office, including the supervision and evaluation of personnel.
- Develop and manage budgets effectively to support HR functions.
2. **Recruitment and Selection:**
- Design and implement effective recruitment strategies for both contract and temporary positions, ensuring compliance with equal employment laws and promoting diversity.
- Oversee the screening, interviewing, and selection processes to attract top talent.
3. **Professional Development:**
- Lead the Professional Development Program, ensuring adherence to mandated training requirements.
- Facilitate performance evaluations and manage progressive discipline processes.
4. **Compliance and Reporting:**
- Interpret and apply federal and state employment laws, ensuring the district's compliance with all regulations.
- Manage data processing related to personnel records and prepare necessary compliance documentation.
5. **Employee Relations:**
- Provide guidance on benefits and employment policies, ensuring clarity and compliance.
- Collaborate with various departments to enhance employee relations and address concerns.
Qualifications:
- A Bachelor’s degree in Human Resources, Business Administration, or a related field is required; a Master’s degree is preferred.
- A minimum of five years of progressive supervisory or management experience in human resources, ideally within an educational environment.
Skills and Knowledge:
- Strong understanding of human resources management principles and practices.
- Familiarity with federal and state employment regulations, including the California Education Code.
- Excellent communication skills, both written and verbal, with the ability to present information effectively.
- Proficiency in HR-related software and tools, including Microsoft Office Suite.
