Chief Human Resources Officer

As the Director of Human Resources, you will operate under the general oversight of the Vice Chancellor of Human Resources, responsible for orchestrating and managing the comprehensive employment strategy across the district. This includes recruitment, assessment, interviewing, selection, and onboarding of both full-time and part-time staff, encompassing administrative, classified, and academic roles.
Key Responsibilities:
1. **Leadership and Management:**
- Direct the daily operations of the Human Resources office, including the training, assignment, supervision, and evaluation of personnel.
- Develop and manage budgets effectively to support HR initiatives.
2. **Recruitment and Staffing:**
- Design and implement effective recruitment strategies for contract and temporary employees, ensuring compliance with equal employment laws and promoting diversity within the workforce.
- Maintain robust methods for staff development, retention, and promotion.
3. **Compliance and Policy Development:**
- Interpret and apply federal and state employment laws, including the California Education Code, ensuring all HR practices align with legal requirements.
- Coordinate personnel record-keeping systems and ensure compliance with government reporting regulations.
4. **Professional Development:**
- Oversee the Professional Development Program, ensuring compliance with training mandates and fostering a culture of continuous improvement.
- Assist in the implementation of performance evaluations and progressive discipline processes.
5. **Collaboration and Communication:**
- Work closely with various departments, including Legal Services, Risk Management, and Payroll, to ensure cohesive HR operations.
- Serve as an advisor to the Vice Chancellor on all HR-related matters, preparing necessary documentation for governance.
Qualifications:
- A Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field is required, with a preference for candidates holding a Master’s degree.
- A minimum of five years of progressively responsible supervisory or management experience, ideally within an educational context.
Skills and Knowledge:
- Strong understanding of human resources management principles and procedures.
- Familiarity with federal and state employment regulations.
- Proficient in management information systems related to payroll and personnel functions.
- Excellent communication skills, both verbal and written, with the ability to present information effectively.
- Proficient in software applications such as Word, Excel, and PowerPoint.
- Demonstrated leadership and management capabilities, with a commitment to diversity, equity, and inclusion.
