As the Director of Human Resources, you will operate under the general guidance of the Vice Chancellor, Human Resources, to oversee and manage the comprehensive employment program across the district. This includes the full spectrum of recruitment, assessment, interviewing, selection, and onboarding of both full-time and part-time staff, including administrative, classified, and academic roles.
Key Responsibilities:
1. **Leadership and Management:**
- Direct the operations of the Human Resources office, including the training, assignment, supervision, and evaluation of personnel.
- Develop and manage budgets effectively to ensure resource allocation aligns with district goals.
2. **Recruitment and Staffing:**
- Design and implement effective recruitment strategies for contract and temporary positions, ensuring compliance with equal employment laws and promoting diversity within the workforce.
- Maintain and enhance methods for staff development, retention, and promotion.
3. **Compliance and Regulations:**
- Interpret and coordinate adherence to technical personnel guidelines, federal and state statutes, and ensure compliance with all employment regulations.
- Monitor and manage legal requirements and government reporting regulations affecting human resources functions.
4. **Professional Development:**
- Oversee the Professional Development Program, ensuring all mandated training requirements are met.
- Assist in the implementation of performance evaluations and progressive discipline processes.
5. **Collaboration and Advisory Role:**
- Work closely with various departments to coordinate efforts in Legal Services, Risk Management, Employee Relations, and Benefits.
- Serve as an advisor to the Vice Chancellor on all human resources matters.
Qualifications:
- A Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field is required, with a preference for candidates holding a Master's degree.
- A minimum of five years of progressively responsible supervisory or management experience, ideally within an educational environment.
Knowledge and Skills:
- Comprehensive understanding of human resources management principles and procedures.
- Familiarity with federal and state employment requirements, including the California Education Code.
- Proficient in management information systems and their application to payroll and personnel functions.
- Strong communication skills, both verbal and written, with experience in public presentations.
- Ability to interpret complex statutes and solve intricate problems.
- Competence in using software applications such as Word, Excel, and PowerPoint.
