Position Overview:

Under the general oversight of the Vice Chancellor for Human Resources, this role involves the strategic planning, organization, coordination, and management of the district-wide employment initiatives. This includes the recruitment, assessment, interviewing, selection, and onboarding of both full-time and part-time administrative, classified, and academic personnel.

Key Responsibilities:

1. Direct the operations of the Human Resources office, including training, assignment, supervision, and evaluation of staff; manage and oversee assigned budgets.
2. Develop and implement effective recruitment strategies for all contract and temporary personnel, ensuring compliance with equal employment regulations and the District's diversity initiatives.
3. Interpret and apply federal and state employment laws, including the California Education Code, ensuring adherence to technical personnel guidelines.
4. Coordinate all data processing related to personnel record management in collaboration with the State Chancellor's Office and other educational institutions.
5. Monitor compliance with legal requirements and government reporting regulations affecting human resources functions, preparing necessary documentation as required.
6. Manage the position control system to ensure effective utilization of authorized positions.
7. Oversee employee benefits compliance, ensuring adherence to laws, policies, and procedures, and communicate changes effectively to staff.
8. Facilitate the implementation of professional development programs, including training, performance evaluations, and progressive discipline.
9. Lead the development and maintenance of the District's performance evaluation framework.
10. Ensure compliance with collective bargaining agreements in staffing processes.

Qualifications:

A Bachelor's degree in human resources, public administration, business administration, or a related field, accompanied by five years of progressively responsible supervisory or management experience, preferably within an educational context. A Master's degree is preferred.

Knowledge and Skills:
  • Thorough understanding of human resources management principles and procedures.
  • Familiarity with federal and state employment regulations.
  • Proficient in management information systems related to payroll and personnel functions.
  • Strong oral and written communication skills, with experience in public presentations.
  • Adept at interpreting complex legal statutes and resolving intricate issues.
  • Proficient in software applications such as Word, Excel, and PowerPoint.
  • Exceptional leadership and management capabilities.
  • Ability to facilitate communication among diverse groups within the educational framework.
  • Sensitivity to the needs of various stakeholders within the District.
