As the Director of Human Resources, you will operate under the general guidance of the Vice Chancellor of Human Resources. Your primary responsibilities will include planning, organizing, coordinating, and directing the comprehensive employment program across the district. This encompasses recruitment, assessment, interviewing, selection, and onboarding of both full-time and part-time staff, including administrative, classified, and academic personnel.
Key Responsibilities:
1. **Leadership in HR Operations:**
- Oversee the functions of the Human Resources office, including the training, assignment, supervision, and evaluation of staff.
- Develop and manage departmental budgets effectively.
2. **Recruitment and Retention:**
- Design and implement effective recruitment strategies for contract and temporary positions, ensuring compliance with equal employment laws and promoting diversity within the workforce.
- Maintain robust methods for staff development, retention, and promotion.
3. **Compliance and Regulations:**
- Interpret and coordinate personnel guidelines, ensuring adherence to federal and state regulations, including the California Education Code.
- Monitor compliance with legal requirements and government reporting regulations affecting HR functions.
4. **Performance Management:**
- Oversee the performance evaluation process and manage progressive discipline procedures.
- Develop and maintain the District's performance evaluation program.
5. **Professional Development:**
- Direct the Professional Development Program, ensuring compliance with mandated training requirements.
- Assist in the implementation of district-wide professional development initiatives.
6. **Collaboration and Communication:**
- Work closely with various departments, including Legal Services, Risk Management, and Payroll, to ensure cohesive operations.
- Serve as an advisor to the Vice Chancellor on all HR-related matters.
Qualifications:
- A Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field is required, along with five years of progressively responsible supervisory or management experience, preferably in an educational environment. A Master's degree is preferred.
Skills and Knowledge:
- Strong understanding of human resources management principles and procedures.
- Knowledge of federal and state employment laws.
- Proficient in management information systems related to payroll and personnel functions.
- Excellent communication skills, both verbal and written, with the ability to make public presentations.
- Ability to analyze complex problems and interpret legal statutes.
- Proficient in software applications such as Word, Excel, and PowerPoint.
