The Project Controls Director is tasked with leading and managing a team of experts dedicated to ensuring the effective planning and execution of all project control functions for TEiC Industrial Construction initiatives. This position requires the individual to mentor, assess, train, coordinate, and provide technical guidance to specialists engaged in project planning, scheduling, cost engineering, risk management, and reporting activities at an elevated standard for their designated projects. The incumbent will need to collaborate efficiently with the TEiC leadership team and provide insights in areas such as estimating, proposals, contract stipulations, project management software application, and best practices in project planning and scheduling.

Team Leadership:

  • Guide, mentor, and provide technical oversight to a team of project control specialists.
  • Demonstrate a proven ability to mentor and develop personnel, fostering a pipeline of candidates for project controls and other career paths.
  • Effectively delegate tasks and responsibilities, ensuring optimal use of resources and expertise.
  • Encourage a collaborative and supportive work atmosphere, enhancing teamwork and professional growth.
  • Ensure compliance with TEiC Industrial Construction policies and procedures related to project control functions, including project cost structures, budgeting, change management, schedule management, earned value, and field progress tracking.

Project Planning and Scheduling:

  • Work alongside project teams to create comprehensive project plans and schedules, assigning specialists as necessary.
  • Supervise the development and upkeep of project schedules utilizing industry-standard software (e.g., Primavera P6).
  • Advise project teams on schedule analysis, identifying critical path activities, milestones, and dependencies to guarantee accurate project sequencing.

Cost Engineering and Analysis:

  • Oversee the formulation of project budgets by evaluating cost estimates, resource needs, and procurement strategies.
  • Provide guidance on cost estimates and schedule inputs for proposal creation, taking into account project requirements and limitations.
  • Conduct cost analyses to uncover cost-saving opportunities and recommend strategies for cost efficiency.

Performance Monitoring and Reporting:

  • Establish project performance metrics and key performance indicators (KPIs) to evaluate project progress.
  • Supervise the collection and analysis of project data, including scope changes, resource utilization, and schedule discrepancies.
  • Oversee the preparation of regular reports and dashboards to convey project performance to stakeholders.

Risk Assessment and Management:

  • Identify potential project risks and devise risk mitigation strategies in collaboration with project teams.
  • Conduct qualitative and quantitative risk assessments to evaluate the likelihood and impact of risks.
  • Supervise the monitoring and tracking of identified risks throughout the project lifecycle, implementing suitable contingency plans as required.

Change Management:

  • Oversee a change management process to handle project scope modifications, ensuring proper documentation and approvals.
  • Assess the implications of change requests on project schedules, costs, and resources.
  • Collaborate with project teams to formulate strategies for managing changes while minimizing disruptions.

Stakeholder Engagement:

  • Collaborate with project managers, field supervisors, and other stakeholders to provide project controls support and guidance.
  • Effectively communicate project status, risks, and recommendations to stakeholders, both verbally and in written reports.
  • Facilitate project review meetings and engage in discussions to address project control-related issues.

Qualifications:

  • Bachelor's degree in construction management, engineering, or a related discipline.
  • A minimum of 10 years of experience in industrial construction project control functions, including field experience.
  • At least 3 years of direct management experience supervising project control specialists in the industrial construction sector.
  • Demonstrated commitment to safety, quality, and meticulous attention to detail.
  • Proven experience in presenting information and analyses to senior management.
  • Proficient in interpreting construction drawings, specifications, and contracts.
  • Skilled in project management software/tools (e.g., Primavera P6, InEight, and/or Procore) and Microsoft Office Suite.
  • Excellent analytical and problem-solving abilities, with a strong attention to detail.
  • Practical experience conducting forensic analysis on project cost and schedule plans.
  • Exceptional communication and interpersonal skills, with the capability to collaborate and coordinate with diverse stakeholders.
  • Ability to perform under pressure, manage multiple priorities, and meet stringent deadlines.
  • Familiarity with industrial construction practices and relevant industry codes, regulations, and standards.
  • Experience in Power Generation and/or Oil, Gas, and Chemical construction projects is preferred.
  • Professional certifications (e.g., PMI-SP, PSP, CCP, CP) are advantageous.
  • A Master's degree in business administration (MBA) is a plus.
