Position Overview:

The Human Resources Recruitment Officer will manage the comprehensive recruitment cycle and partner with the HR Manager to secure exceptional talent. This position entails addressing daily recruitment inquiries and general HR questions, conducting research, sourcing, screening, and interviewing candidates, and facilitating their onboarding in alignment with organizational objectives. The Officer will collaborate closely with hiring managers to fulfill immediate and future staffing requirements.

Key Responsibilities:

  • Talent Acquisition: Establish and sustain a diverse talent pool for current and future requirements through various sourcing techniques, including networking, social recruiting, advertising, and employee referrals.
  • Recruitment Planning: Design and execute recruitment plans utilizing diverse strategies such as online sourcing, networking, and outreach to educational institutions to cultivate a pool of qualified candidates.
  • Market Analysis: Regularly assess recruitment trends, competitive landscape, and best practices to improve recruitment results.
  • Application Oversight: Source, evaluate, and manage applications for both internal transitions and external candidates, ensuring adherence to affirmative action guidelines.
  • HR Assistance: Support the HR department with employment status modifications, benefits administration, safety compliance, audits, and reporting tasks.
  • Candidate Engagement: Guarantee an outstanding candidate experience through prompt follow-ups, constructive feedback, and support throughout the recruitment and onboarding phases.
  • Manager Support: Counsel and assist hiring managers regarding talent acquisition procedures.
  • Industry Awareness: Remain informed about trends in compensation, benefits, and personnel practices relevant to market conditions and organizational standards.
  • Regulatory Compliance: Ensure that recruitment and hiring processes adhere to governmental regulations and organizational policies.
  • Networking Development: Foster positive relationships with educational institutions, associations, and professional organizations through participation in networking events and industry conferences.
  • Interview Management: Organize and coordinate phone, virtual, and in-person interviews.
  • Reporting Duties: Provide weekly activity reports to the HR Manager and achieve weekly objectives.
  • Recruitment Meetings: Actively engage in weekly recruitment discussions with assigned managers.
  • Data Management: Collect data, conduct analysis, and produce accurate and timely reports.
  • Policy Enhancement: Revise policies and procedures to improve departmental efficiency and service quality.
  • Training Development: Assist in creating educational materials for staff and management training.
  • New Employee Orientation: Ensure all new hires complete necessary documentation and receive comprehensive orientation regarding personnel policies and union agreements.
  • Volunteer Coordination: Oversee volunteer and internship initiatives.
  • Recruitment Initiatives: Conduct recruitment for non-exempt staff, students, and temporary positions, and manage new employee orientations and career development programs.
  • HRIS Management: Maintain HR information system records and compile reports from the database.
  • Data Integrity: Ensure accurate data entry into the applicant tracking system and HRIS.
  • Compliance Assurance: Uphold compliance with federal and state employment regulations.
  • Ongoing Education: Engage in continuous HR education and training as necessary.
  • Additional Responsibilities: Perform other related duties as assigned.

Qualifications:

  • Bachelor's degree in Human Resources, Industrial Psychology, Business Administration, or a related field.
  • PHR or other HR certifications preferred.
  • Minimum of two years of recruiting and HR experience, ideally in a healthcare context.
  • Bilingual in English and Spanish.
  • Strong oral and written communication skills with the ability to think analytically.
  • Familiarity with applicant tracking and HR information systems; experience with ADP preferred.
  • Proficiency in Microsoft Office, including Word and Excel.
  • Excellent organizational skills with attention to detail and the ability to multitask in a fast-paced environment.
  • Initiative to problem-solve with limited resources.
  • Exceptional knowledge of employment laws, recruitment, benefits, training, compliance, safety, and general HR practices.
  • Proof of up-to-date COVID-19 vaccinations, including primary series and booster dose when eligible.
