Position Overview

The Virginia Department of Transportation (VDOT) is pleased to announce an opportunity for a part-time Lead Program Analyst within our Central Office Traffic Operations Division.

Role Details

State Role Title: Program Administration Specialist III

Compensation Range: $40.80 - $66.30

Pay Band: 6

Key Responsibilities

The selected individual will play a crucial role in supporting the Central Office Traffic Operations Division (COTOD) by engaging in various program areas such as:

  • Asset management
  • Quality assurance and compliance

This role involves aiding in the formulation of policies, procedures, and best practices. The successful candidate will contribute to the creation of asset management strategies and resource prioritization relevant to multidisciplinary program areas, ensuring effective execution of program initiatives.

Additionally, the candidate will:

  • Act as a liaison to gather customer feedback and enhance performance management processes.
  • Assist in the development and maintenance of training programs.
  • Utilize technical expertise and data analytics to offer guidance and resolve issues for both internal and external stakeholders.
  • Oversee consultant teams engaged in traffic engineering or program management studies.

Minimum Qualifications

Applicants should possess:

  • Proficiency in technical writing.
  • Ability to research, document, interpret, and apply policies and procedures.
  • Strong communication skills, both verbal and written, with diverse audiences.
  • Experience in delivering presentations and conducting meetings.
  • Capability to gather, analyze data, and prepare comprehensive technical reports.
  • Strong organizational skills to manage multiple tasks within set timelines and budget constraints.
  • Ability to collaborate effectively in a team setting.
  • Proficiency in using computers, including current Microsoft applications and web-based tools.

Additional Considerations

Preferred qualifications include:

  • Experience in financial management, highway design, roadway construction, or programming.
  • Background in Civil Engineering, Financial Management, Business, or a related field.
  • Familiarity with contract management policies and procedures.
  • Experience in developing and delivering technical training.
  • Knowledge of transportation engineering and program management.
  • Understanding of traffic engineering asset management and data collection.
  • Experience with data analytics tools such as PowerBI or Tableau.
  • Basic SQL skills and experience with data querying from databases.
  • Familiarity with ArcGIS for spatial data analysis.
  • Experience in designing traffic control and operations plans.
  • Certification in Project Management.
