Job Title: Program Administrator

Job Summary:

The Program Administrator plays a crucial role in supporting the delivery of Roots Community Health Center's programs and projects. This position is responsible for coordinating and administering ongoing programs, planning, organizing, and staffing in support of program activities.

Key Responsibilities:

  • Develop and implement program plans to achieve organizational goals and objectives.
  • Support the development of operating plans for individual projects within the organization.
  • Establish and maintain program evaluation frameworks to assess program strengths and identify areas for improvement.
  • Assist in integrating new programs into the organization, including position descriptions, organizational charts, and related policies and procedures.
  • Ensure program activities operate within organizational policies and procedures and comply with relevant legislation and professional standards.
  • Maintain credibility, independence, integrity, confidentiality, and trust.
  • Develop and maintain program documentation and records.
  • Coordinate internal resources and third-party vendors for project execution.
  • Ensure project delivery on-time, within scope, and within budget.
  • Define project scope and objectives, involving stakeholders and ensuring feasibility.
  • Ensure resource availability and allocation.
  • Monitor and track project progress, managing changes to scope, schedule, and costs.
  • Perform risk management to minimize project risks and report variances and concerns.
  • Create and maintain comprehensive project documentation.
  • Support policy, procedure, and practice development to improve quality and prevent illegal, unethical, or improper conduct.
  • Support managers in effective and efficient program delivery, providing tools and resources.
  • Collaborate with managers to direct compliance issues to appropriate channels.
  • Understand the legal regulatory framework of Roots Community Health Center to ensure compliance across programs and departments.
  • Identify potential compliance vulnerabilities and risks, reporting issues to the Compliance Director and/or Risk Management committee.
  • Support the Quality Assurance and Improvement committee and its subcommittees.
  • Engage volunteers for program activities using established volunteer management practices.
  • Ensure program staff receive an appropriate orientation to the organization and its programs.
  • Support program staff by providing direction, input, and feedback.
  • Communicate with subcontractors, vendors, clients/patients, and stakeholders to gain community support and solicit input to improve the program.
  • Coordinate service delivery among program activities to increase effectiveness and efficiency.
  • Support the completion of project/program reports for management and funders.
  • Communicate with funders and stakeholders as needed.
  • In consultation with finance staff, ensure programs/projects operate within approved budgets.
  • Identify and evaluate program activity risks, taking appropriate action to control risks.
  • Monitor program activities on a regular basis and conduct annual evaluations according to the program evaluation framework.
  • Support the development of funding proposals for the program to ensure continuous delivery of services.
  • Report evaluation findings to the CEO and recommend changes to enhance the program.
  • Complete all required documentation and reports in a timely fashion.
  • Participate in staff meetings, supervision, agency meetings, and staff training.

Requirements:

  • Bachelor's degree with 3 years' experience in program/project management or
  • Associate degree in related fields with 4 years' experience in program development/project management.
  • Experience working in a non-profit organization or community clinic preferred.
  • Ability to work with people from diverse backgrounds.
  • Proficiency in Microsoft Office.
  • Proficiency in Google Suite preferred.
  • Strong analytical and writing skills.
