ROLE SUMMARY

The Lead Proposal Strategist will oversee the proposal lifecycle and spearhead the creation and submission of successful proposals. This role involves collaboration across the organization to develop, lead, and manage responses to Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Requests for Information (RFIs). The Lead Proposal Strategist will ensure timely delivery of compliant and persuasive proposals to our clients in the Federal Government sector.

This position is highly visible within the organization and requires the ability to research, write, edit, and produce documentation intended for clients. The Lead Proposal Strategist will effectively communicate and collaborate with the executive team and various stakeholders, including Business Development, Capture, Technical Business Units, Proposal, Pricing, Security, Contracts, and Talent Acquisition.

The ideal candidate will possess strong writing and verbal communication skills, a keen attention to detail, and the ability to generate innovative ideas while working both independently and collaboratively. A successful candidate is expected to be proactive, capable of managing multiple tasks under pressure, and comfortable working with a diverse, often geographically dispersed team.

KEY RESPONSIBILITIES

  • Serve as the primary contact for assigned proposals, leading and coordinating all proposal activities.
  • Evaluate RFQs, RFPs, Sources Sought Notices, and RFIs to develop proposal outlines and action plans.
  • Conduct proposal kickoff and debrief meetings, and prepare comprehensive proposal plans, timelines, outlines, and compliance matrices.
  • Collaborate with stakeholders to create win themes, value propositions, strengths, risk mitigators, and unique solutions, ensuring consistent messaging throughout the proposal.
  • Facilitate cross-functional teams in brainstorming and developing solutions for key proposal elements, providing strategic guidance to achieve winning submissions.
  • Manage proposal content to ensure adherence to RFP requirements, evaluation criteria, and technical specifications.
  • Enhance and maintain a repository of content, templates, and proposal processes to optimize efficiency and uphold the highest quality standards.
  • Participate in or lead proposal meetings and color team reviews.
  • Offer writing guidance to authors, volume leads, and capture coordinators to ensure clarity and conciseness in proposals.
  • Monitor, assess, track, and coordinate IDIQ and GWAC Task Orders and responses.

REQUIREMENTS

  • U.S. citizenship with the ability to obtain a DoD Secret clearance (not required at the start).
  • High School Diploma or GED equivalent.
  • A minimum of 4 years of relevant experience in proposal development/management within a Federal Government contracting environment.
  • Familiarity with the Federal Government contracting process and expertise in RFP compliance.
  • Demonstrated ability to collaborate across organizations with effective communication, leadership, and project management skills.
  • Advanced proficiency in Microsoft Word.
  • Exceptional writing, grammar, and oral presentation skills.
  • Ability to thrive in a dynamic, deadline-driven, results-oriented environment.

PREFERRED QUALIFICATIONS

  • Bachelor's degree is preferred.
  • Advanced desktop publishing skills are a plus.
  • Experience with SharePoint is advantageous.
  • Knowledge of FAR/DFARS is beneficial.
  • APMP certification is desired.
  • Familiarity with Shipley's Methodology is preferred.

WORK ENVIRONMENT

  • Office-based environment with the majority of work conducted at MartinFed's corporate office. Some remote work may be permitted.
  • The workspace is adequately lit, heated, and ventilated, requiring some walking, standing, bending, reaching, and carrying light items.
  • Requires hand-eye coordination and manual dexterity to operate a keyboard and other office equipment.
  • The work environment is fast-paced and may involve significant deadline pressures.
  • Collaboration and teamwork with colleagues and clients are essential to the role.
