HX5 is a distinguished provider of engineering, research and development, and technical services to prestigious clients including NASA and the Department of Defense. Established in 2004, HX5 is a rapidly expanding veteran- and woman-owned enterprise with a workforce exceeding 1,000 professionals across various locations.

We are currently in search of a Senior Proposal Coordinator to oversee proposals valued at $200M and above. This role will direct proposal teams and collaborate with personnel from various departments, including corporate functions, program management, field staff, and functional support, to deliver proposal management and assessment expertise in line with HX5’s established protocols. The ideal candidate will be strategic, seasoned, detail-oriented, and adept at applying comprehensive proposal methodologies.

Key Responsibilities

  • Oversee large-scale, intricate federal proposals, managing processes and teams to ensure compliance with requirements and adherence to winning strategies.
  • Formulate proposal strategies, win themes, and value propositions in collaboration with Capture Managers and other stakeholders.
  • Lead matrixed teams that are geographically dispersed, including volume leads, writers, editors, and subject matter experts.
  • Evaluate Requests for Proposal (RFPs) and capture plans to provide informed recommendations to Executive Leadership and Capture teams regarding bid decisions.
  • Direct daily proposal management activities, including the creation of proposal work plans, timelines, and action items to ensure compliance with solicitation requirements.
  • Utilize MS SharePoint for collaborative proposal development and version control.
  • Perform additional duties as required.

Qualifications

  • Bachelor's degree in English, Business, or a technical discipline; Master's degree preferred.
  • Over 10 years of experience in a proposal environment is essential.
  • Proven experience in submitting proposals exceeding $200M in total value, particularly for Department of Defense (DoD), NASA, and Space Force projects.
  • Exceptional writing and editing capabilities, with a talent for synthesizing diverse materials into cohesive, persuasive proposals.
  • Highly process-oriented, providing structure and detail to proposal initiatives.
  • Familiarity with the U.S. federal procurement process, including the Federal Acquisition Regulation (FAR).
  • Excellent communication skills, encompassing presentations, lectures, and training.
  • Proficient in MS Office applications.
  • Strong leadership qualities.
  • Self-motivated and accountable, with the ability to thrive in a dynamic, fast-paced environment.
  • Meticulous attention to detail and a high degree of accuracy.
  • Ability to work independently and interact effectively with all organizational levels.

Additional Requirements

  • Experience managing or supporting Highest Technically Rated Offeror with a Realistic and Reasonable Price (HTRO RRP) procurements.
  • Familiarity with MS SharePoint.
  • Training in Shipley Methodology is advantageous.
  • APMP Certification is a plus.

Work Schedule

This is a full-time position requiring 40 hours per week, offering a flexible work schedule during core business hours.

Travel Requirements

This role may necessitate up to 25% travel, including air travel.

Security Clearance

Must be able to obtain and maintain the appropriate level of security clearance.
