This role involves a thorough analysis of contract stipulations, unique provisions, and terms to ensure alignment with RFP requirements and corporate guidelines.

The ideal candidate will collaborate closely with the proposal team and management to guarantee accurate cost capture, thereby delivering a competitive and compliant pricing proposal. Additionally, this individual will play a crucial role within the capture/proposal team, aiding in the formulation of pricing strategies, identifying potential risks, and interpreting solicitation criteria.

Essential Duties Include:

  • Grasping customer requirements through RFPs and other requests.
  • Creating realistic cost proposal timelines that adhere to requirements and deadlines.
  • Engaging in and leading price-to-win analyses and processes.
  • Generating detailed pricing utilizing estimates, pricing models, proposal frameworks, and pricing strategies through MS Excel.
  • Participating in the proposal pricing process, which includes developing cost volume completion schedules, assisting in pricing strategy formulation, coordinating labor and subcontractor efforts, reviewing, analyzing, and compiling cost data, and preparing cost volumes.
  • Providing support and details for the development and review of subcontractor proposals.
  • Participating in pricing reviews to establish pricing structures and strategies.
  • Collaborating with the Technical Proposal Manager and Operations team to integrate basis of estimates and program strategies into a successful proposal.
  • Guiding subcontractors involved in proposal preparation.
  • Timely preparation of cost volume documents in accordance with RFP requirements.

Required Skills and Qualifications:

  • Bachelor's degree in Accounting, Finance, or a related field.
  • A minimum of 7 years of experience in the government contracting sector.
  • Comprehensive understanding of government contracting processes and procedures.
  • Experience in pricing various contract types, including FFP, FP-LOE, T&M, FP-LH, CPFF, CFAF, and other cost-reimbursable contract types for government services.
  • Proven expertise in government proposal development.
  • Advanced knowledge and experience with MS Excel.
  • Exceptional cost estimating and analytical skills.
  • Strong grasp of pricing concepts and principles.
  • Excellent communication skills, both written and verbal.
  • Robust analytical, problem-solving, and conceptual abilities.
  • Familiarity with FAR regulations.
  • Willingness to accommodate unscheduled extended work hours and non-standard workweeks.
