Job Overview

The Human Resources Manager plays a pivotal role in the effective administration, coordination, and assessment of human resources strategies and initiatives. This position is tasked with the development and execution of human resource plans and protocols pertinent to High Desert PACE personnel. Key responsibilities encompass the organization and oversight of the human resources department's activities, contributing to the establishment of departmental goals, objectives, and systems, and managing all facets of the employment lifecycle, including training and development.


Key Responsibilities
  • Implement and update the compensation framework for High Desert PACE.
  • Draft and modify job descriptions as necessary.
  • Conduct annual compensation surveys to ensure market competitiveness.
  • Develop, analyze, and refine the evaluation framework for High Desert PACE.
  • Formulate, amend, and propose personnel policies and procedures.
  • Maintain and update the company handbook in alignment with policies and procedures.
  • Oversee recruitment initiatives, including the creation and placement of job advertisements.
  • Conduct preliminary phone interviews, schedule in-person interviews, and provide timely candidate updates to leadership.
  • Facilitate new employee orientations and offer employee relations support.
  • Manage exit interview processes.
  • Maintain accurate departmental records and reports.
  • Participate in administrative staff meetings to align on departmental objectives.
  • Keep the company directory current.
  • Deliver timely performance evaluations, necessary training, and resources to support employee job functions.
  • Engage with professional associations and attend relevant training seminars and workshops.
  • Undertake additional projects and assignments to meet organizational performance standards.
  • Adhere to and support the center's practices, procedures, and policies, including assigned break times and attendance.
  • Accept assigned duties in a collaborative manner and perform all other related tasks as needed.
  • Exhibit flexibility in work hours.
  • May require the use of a personal vehicle for work-related tasks.
Education and Qualifications
  • High school diploma or equivalent; an Associate's or Bachelor's degree in health or business management is preferred.
  • A minimum of one (1) year of documented experience working with vulnerable or elderly populations.
  • Familiarity with California State and Federal labor regulations, along with at least two (2) years of relevant experience.
Skills and Competencies
  • Exceptional verbal and written communication skills.
  • Medically cleared for communicable diseases with all immunizations current prior to engaging in direct participant care.
  • Proficient in computer applications, including MS Office (Word, Excel, Access, PowerPoint, AP Payroll, and Outlook).
  • Understanding of general office procedures, equipment, and filing systems.
  • Ability to communicate effectively, both verbally and in writing.
  • Capacity to quickly learn departmental policies, procedures, goals, and services.
  • Strong attention to detail and accuracy.
  • Adept at managing shifting priorities.
  • Ability to multitask, work independently, and interact positively with staff at all levels.

  • Ability to access all areas of the center throughout the workday.
  • Ability to lift up to 35 pounds occasionally, 15 pounds frequently, and 7 pounds constantly; assistance from another qualified employee is required for lifting or transferring objects over 25 pounds.
  • Requires constant hand grasp and finger dexterity; frequent sitting, standing, walking, and repetitive arm and leg movements, with occasional bending, reaching forward and overhead, squatting, and kneeling.
  • Work is generally performed in an indoor, well-lit, well-ventilated, heated, and air-conditioned environment.
