Position Overview

The Watch Officer plays a pivotal role in delivering essential operational support to the Office of Logistics and Global Readiness. This position entails serving within the Other Defense Agency (ODA) Mission Services Operations Center (MSOC), ensuring effective command, control, and communication for the ODA Director. Key responsibilities include preparing and delivering daily updates to senior leadership, ensuring that senior ODA leadership and Intelligence Community (IC) partners receive continuous situational awareness regarding ODA assets, including personnel, facilities, equipment, and communications, in alignment with the Directors Critical Information Requirements (DCIRs) and other statutory obligations.

Key Responsibilities
  • Operational Duties
    • Engage in a five-week rotational shift schedule.
    • Deliver comprehensive situation reports (SITREPs) regarding ODA assets to various members of the IC.
    • Coordinate the formation and activities of Situation Response Teams (SRT) during crises or contingencies to maintain uninterrupted continuity of ODA's critical Mission Essential Functions (MEFs).
    • Foster collaborative relationships with the IC, Combatant Command, and Service Intelligence centers.
    • Act as a member of a 24/7 Communications Support Center for families of ODA personnel deployed globally.
    • Integrate and apply best practices to enhance ODA's capability to transition seamlessly during crisis events, supporting Continuity of Operations Plans (COOP) and MEFs.
    • Maintain an updated MSOC pass down log documenting all actions taken during shifts and guidance received from ODA leadership.
    • Establish and maintain collaborative liaisons with Combatant Commands, ODA, and IC entities or affiliates.
    • Provide a full spectrum of administrative support services.
    • Monitor operational and administrative matters.
    • Collect and disseminate information from intelligence, operations, and open sources impacting personnel accountability, equipment, facilities, and operations.
    • Compile operational data and maintain databases.
    • Execute special projects and additional tasks in response to emergent needs, including situation reports and briefings.
    • Ensure the continuity of Operations Center communication platforms.
    • Facilitate ongoing information sharing, knowledge management, and reporting support within the MSOC.
    • Utilize various communication systems (e.g., telephone, fax, radio).
    • Conduct alert notifications for individuals and teams for smooth transitions to crisis team operations when necessary.
    • Monitor surveillance systems and daily activities.
    • Report security concerns and maintain relevant databases.
    • Provide escort and administrative support as required.
    • Manage emergency response team rosters and notification tools.
    • Draft daily and event-driven SITREPs concerning ODA capabilities and execution of contingency and continuity plans.
    • Identify situational awareness indicators and exercise judgment regarding potential impacts on mission operations.
    • Produce clear and concise written documents that require minimal revisions.
    • Facilitate emergency communications.
    • Oversee facility infrastructure to ensure readiness for emergency conditions.
    • Demonstrate proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
Qualifications
  • Education:
    • Bachelor's degree in any discipline; alternatively, a high school diploma or GED equivalent combined with five (5) years of relevant work experience may be accepted in lieu of a degree.
  • Experience:
    • Minimum of five (5) years of experience in U.S. Military, Intelligence Community (IC), or Other DoD Agency (ODA).
    • At least five years of experience as a watch officer or in a similar operations center role.
    • Eligibility for personnel clearance crossover.
    • Proficiency in Microsoft Windows and Office Suite, including Excel, Word, Outlook, PowerPoint, Project, Access, Teams, and SharePoint.
  • Travel:
    • Willingness to travel up to five percent or more as directed.
  • Clearance:
    • Must possess a current, adjudicated, and active TS/SCI security clearance with CI Poly. Selected candidates will undergo a security investigation and may need to meet eligibility requirements for access to classified information.
  • Knowledge:
    • Understanding of IC, DoD, ODA, CCMD, and Federal Government organizational structures.
    • Familiarity with IC, DoD, ODA, and Federal Government regulations and standards.
    • Knowledge of interagency concepts and principles, military command and control operations, and geographical areas of responsibility related to Combatant Commands.
    • Experience in staff planning, execution, and monitoring of Joint military operations at operational and strategic levels.
  • Skills:
    • Strong written and oral communication skills, particularly in briefing senior officials.
    • Ability to multitask effectively and manage time and priorities.
    • Leadership, project management, team building, and presentation skills.
    • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
  • Abilities:
    • Ability to brief senior leadership on operational matters.
    • Effective prioritization and problem-solving skills.
    • Capacity to manage, review, and analyze quality reports.
    • Maintain alertness at all times.
    • Ability to manage and complete multiple tasks independently or simultaneously.
    • Mentorship of junior staff.
    • Critical thinking and innovative problem-solving skills.
    • Development of operational concepts, process flow diagrams, and standard operating procedures.
  • Certifications:
    • Valid U.S. Driver's License and ability to obtain an International Driver's License.
    • Valid U.S. Passport.
    • Ability to meet US Central Command Medical Screening qualifications, if directed.
    • Experience in supervisory and budget responsibilities.
    • Leadership experience in managing and supervising multifunctional teams.
    • Experience serving as team lead on projects.
