Position Overview

The Watch Officer plays a crucial role in delivering essential operational support to the Office of Logistics and Global Readiness. This position entails functioning within the Other Defense Agency (ODA) Mission Services Operations Center (MSOC), ensuring effective command, control, and communication for the ODA Director. Key responsibilities include preparing and delivering daily updates to senior leadership, ensuring 24/7 situational awareness of ODA assets such as personnel, facilities, and equipment.

Key Responsibilities
  • Operational Duties
    • Engage in a five-week rotational shift schedule.
    • Provide comprehensive situation reports (SITREPs) regarding ODA assets to various members of the Intelligence Community (IC).
    • Facilitate the formation and actions of Situation Response Teams (SRT) during crises to maintain the continuity of ODA's critical Mission Essential Functions (MEFs).
    • Foster collaborative relationships with the IC, Combatant Commands, and Service Intelligence centers.
    • Act as a member of a 24/7 Communications Support Center for families of ODA personnel deployed globally.
    • Incorporate best practices to enhance ODA's transition capabilities during crisis events, supporting Continuity of Operations Plans (COOP) and MEFs.
    • Maintain an updated MSOC log detailing all actions taken during shifts and directives from ODA leadership.
    • Ensure a collaborative liaison with Combatant Commands, ODA, and affiliated IC entities.
    • Deliver a full range of administrative support services.
    • Monitor both operational and administrative matters.
    • Collect and disseminate information from intelligence, operations, and open sources impacting personnel accountability, equipment, and operations.
    • Compile operational data and maintain relevant databases.
    • Complete special projects and respond to emergent needs, including situation reports and briefings.
    • Guarantee the continuity of Operations Center communication platforms.
    • Facilitate ongoing information sharing, knowledge management, and reporting support within the MSOC.
    • Utilize various communication systems (e.g., telephone, fax, radio).
    • Conduct alert notifications for individuals and teams to ensure a smooth transition to crisis operations.
    • Monitor surveillance systems and daily activities.
    • Report security concerns and maintain databases.
    • Provide escort and administrative support as necessary.
    • Manage emergency response team rosters and notification tools.
    • Draft daily and event-driven SITREPs regarding ODA capabilities and intelligence support.
    • Identify situational awareness indicators and assess their potential impact on mission operations.
    • Create clear and concise written products requiring minimal revisions.
    • Facilitate emergency communications and monitor facility readiness for emergencies.
    • Demonstrate proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
Qualifications
  • Education:
    • Bachelor's degree in any discipline; or a high school diploma with five years of relevant experience may substitute for the degree requirement.
  • Experience:
    • Over five years of experience in the U.S. Military, Intelligence Community (IC), or Other DoD Agency (ODA).
    • A minimum of five years in a watch officer or equivalent role within operations center services.
    • Eligibility for personnel clearance crossover.
    • Proficiency in Microsoft Windows and Office Suite, including Excel, Word, Outlook, PowerPoint, Project, Access, Teams, and SharePoint.
  • Travel:
    • Willingness to travel up to five percent or more as directed.
  • Clearance:
    • Must possess a current, adjudicated, and active TS/SCI security clearance with CI Poly.
  • Knowledge:
    • Understanding of IC, DoD, ODA, CCMD, and Federal Government organizational structures.
    • Familiarity with IC, DoD, ODA, and Federal Government regulations and standards.
    • Knowledge of interagency concepts, DoD military command and control operations, and geographical responsibilities.
    • Experience in planning, executing, and monitoring Joint military operations.
  • Skills:
    • Strong written and oral communication skills, particularly in briefing senior officials.
    • Ability to manage multiple tasks and prioritize effectively.
    • Leadership, project management, team building, and presentation skills.
    • Proficiency in Microsoft Office applications.
  • Abilities:
    • Ability to brief senior leadership on operational matters.
    • Effective prioritization and problem-solving skills.
    • Capability to manage and analyze quality reports.
    • Maintain alertness at all times.
    • Successfully complete multiple tasks independently or simultaneously.
    • Mentor junior staff and think critically.
    • Develop operational concepts and standard operating procedures.
  • Certifications:
    • Valid U.S. Driver's License and ability to obtain an International Driver's License.
    • Valid U.S. Passport.
    • Ability to meet US Central Command Medical Screening qualifications, if directed.
    • Experience in leading and managing multifunctional teams.
