Job Summary

This is a National Guard position for a Human Resources Specialist (Classification) with the ID Human Resource Office Army, National Guard. The position is temporary and not to exceed one year in length.

Key Responsibilities
  • Accomplish position classification for Army and Air National Guard positions, including establishing local exception position descriptions and implementing standardized/benchmark position descriptions.
  • Assist supervisors in determining the need for an exception position description and classify positions based on knowledge of the position and the organization's mission and structure.
  • Endorse requests for the establishment of exception position descriptions to the appropriate manpower and National Guard Bureau offices.
  • Assist with or implement classification releases and related manpower changes, ensuring timely implementation and resolving problems or conflicts.
  • Perform desk audits and make classification determinations on positions within authority, evaluating positions by reference to applicable Office of Personnel Management (OPM) Position Classification/Job Grading Standards and National Guard Bureau (NGB) procedures.
  • Provide advice on classification appeal procedures and furnish evaluation reports and other required information to OPM/Department of Defense (DoD), as appropriate.
  • Provide management advisory services, advising on classification impact when changing or creating duty assignments, and administering segments of a periodic or organizational review program.
  • Review requests for personnel and position actions to determine impact on position classification and position management matters, referring complex or controversial cases to the supervisor for resolution.
  • Coordinate personnel actions with the appropriate Human Resources (HR) Specialists, as necessary, and restructure positions to grades below journeyman level for staffing, trainee, and upward mobility purposes.
  • Input manpower and classification-related transactions into the automated personnel system, design and generate reports, and perform quality reviews of information maintained and final products.
  • Assist in the review, preparation, and publication of the state's Position Classification and Position Management and EDP/HDP plans, and participate in the wage survey process.
  • Maintain necessary reference material, including Position Classification and Job Grading Standards, OPM Operating Manuals, NGB regulations, Recruitment and Placement Guides, and other references.
Requirements

The following qualifications must be represented by the contents of your resume:

  • 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4.
  • Demonstrated ability to analyze problems, plan and organize work, communicate effectively orally and in writing.
