Purchasing Agent Job Description

Job Summary: We are seeking a highly skilled Purchasing Agent to join our team at the Idaho Division of Human Resources. The successful candidate will be responsible for purchasing a variety of goods and services in support of the Idaho Military Division, Idaho Office of Emergency Management, Public Safety Communications, and other supported organizations.

Key Responsibilities:

  • Purchase a variety of goods and services in support of the Idaho Military Division, Idaho Office of Emergency Management, Public Safety Communications, and other supported organizations.
  • Input data via various automated and non-automated contracting systems to update and maintain purchasing, vendor data, accounting data, and name and address files.
  • Develop and assign local contracting clauses.
  • Apply a wide variety of acquisition laws, regulations, and policies to purchases.
  • Select appropriate contract clauses and provisions involving Requests for Quotation and Purchase Order documents.
  • Input and consolidate purchase requests for eventual award action.
  • Prepare and print Requests for Quotation, Invitations for Bid, and contract award documentation.
  • Prepare and issue advertisements in appropriate newspapers and trade journals as required by Idaho Code.

Requirements:

  • Must be an enlisted member of the Idaho National Guard.
  • Must have and maintain a valid and unrestricted state-issued driver's license.
  • Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation.
  • Must have the required education and months of specialized experience indicated below.

Preferred Qualifications:

  • 24-months of functional procurement/contracting experience and competencies that provided knowledge of contracting principles and procedures.
  • 24-months of college coursework that include, in any combination, of the following coursework: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, English, Speech, and or Communication, Marketing, Math, or Management.

Working Conditions:

The majority of work is sedentary and performed in a well-lit, climate-controlled office environment. The job may require lifting of light items such as equipment/supplies up to 25 pounds. Some travel, via all modes of transportation, may be required for work and training.
