Position Overview

The Program Manager will oversee, guide, and manage the comprehensive operational functions as outlined in the contractual agreement. This role requires the PM to deliver the essential level of contract administration and oversight to meet both quantitative and qualitative benchmarks. The PM is tasked with ensuring that contract obligations are fulfilled at or above the specified standards, while striving for complete satisfaction among all stakeholders. Establishing and nurturing effective relationships with clients is crucial for fostering a mutually beneficial partnership with the Government.

Key Responsibilities
  • The Contractor is responsible for providing a fully qualified and experienced Program Manager (PM) for this engagement.
  • Anytime a representative is designated in place of the primary position holder, the Contractor must inform the Government.
  • The PM will hold full accountability for the overall execution of the contract.
  • The PM serves as the Contractor's authorized representative for all contractual, technical, and administrative aspects of the services required.
  • The PM must possess the capability to make contractual decisions and commit their team within 60 minutes of a Government request.
  • All communications, work assignments, and technical guidance between the Government and the Contractor will flow through the PM, with the COR or designated representatives being the Contractor's primary point of contact.
  • The PM shall be accessible within one (1) hour during standard work hours for on-site meetings with the COR or designated representatives.
  • Outside of normal business hours, the PM must be available within two hours, upon notification, for on-site meetings with the COR or designated representatives.
Qualifications

To qualify for the Program Manager position, candidates must meet the following minimum criteria:

  • Possession of an industry-recognized certification in Program and/or Project Management or Facility Management.
  • A Bachelor's Degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related discipline.
  • A minimum of 15 years of experience managing all facets of building operations, with at least 10 years in a contract of similar size and scope.

Demonstrated expertise in:

  • Overseeing LEED certified facilities
  • Operations within U.S. Government facilities
  • Development, maintenance, and reporting of facility and service metrics
  • Contract negotiations, modifications, and related contractual obligations
