Key Responsibilities
  • The Personnel Security Program Manager will effectively engage with senior leadership and demonstrate expertise in guiding dynamic teams of ten or more personnel.
  • This role requires experience in managerial and supervisory functions, including the development of a strategic approach to align with the organization's mission and vision. The ability to cultivate and advocate for innovative solutions is essential.
  • The Personnel Security Program Manager should possess familiarity with collaborating with government entities and industry partners to establish best practices, processes, and protocols.
  • Assisting the client in revising and providing feedback on security policies, including joint agreements and various projects, will be a key responsibility.
  • This position entails updating local policies in accordance with the latest Intelligence Community and Department of Defense (DoD) directives.
  • The Personnel Security Program Manager will oversee personnel responsible for managing and supporting the clearance eligibility of contractors and client staff.
Qualifications
  • A minimum of 20 years of experience in security management, with at least 10 years specifically related to Personnel Security operations, including investigations, continuous evaluation, suitability/employability, and quality assurance programs.
  • A Bachelor's degree in management, security, or a related field, or 15 years of relevant security management experience.
  • At least 10 years of experience in crafting formal written communications and delivering presentations at the executive level.
  • A minimum of 5 years of proficiency in using the Microsoft Office suite (Word, Outlook, PowerPoint, Excel).
  • 5 years of experience with collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) security regulations.
  • 10 years of experience in the risk management process.
  • While expertise in personnel security is crucial, the candidate should also have knowledge across all security disciplines: physical security, industrial security, information security, personnel security, and cyber security.
  • Experience in overseeing the implementation of formal Intelligence Community polygraph programs is required.

Desired Qualifications:

  • Experience collaborating with IT professionals to track and document SIMS system requirements is highly desirable.
  • Expertise in creating SIMS security-related training and knowledge of SIMS database management is preferred.
  • A proven track record of managing a Special Security Office (SSO) is advantageous.
  • Project Management Professional (PMP) certification is a plus.
  • General experience and understanding of SIMS Software is beneficial.
