Key Responsibilities
  • Oversee the comprehensive management of a Task Order services program with over 430 personnel, including subcontractor oversight.
  • Provide direct supervision to a team of 18 Senior Project Managers, Operations Managers, and Site Leads.
  • Act as the primary liaison for all program-related communications among clients, subcontractors, project leadership, and corporate entities.
  • Manage cost, schedule, performance, and risk associated with contract services.
  • Direct programs/projects utilizing necessary resources, personnel, equipment, and facilities, including Sensitive Compartmented Information Facilities (SCIFs) for both domestic and international clients.
  • Ensure financial management oversight for the Task Order, adhering to budgetary guidelines and schedules.
  • Achieve program objectives for development, production, and sustainment to fulfill operational requirements.
  • Enhance program/project execution processes to boost operational effectiveness and efficiency.
  • Ensure timely communication of Task Order milestones and deliverables.
  • Serve as an alternate point of contact for program/project inquiries.
  • Develop and maintain comprehensive program plans and schedules.
  • Guarantee optimal utilization of personnel, materials, funds, facilities, and equipment.
  • Present program status, achievements, and challenges to senior client and corporate leadership.
Qualifications
  • Master's degree from an accredited institution in Logistics, Engineering, Program Management, Business Administration, or related fields, accompanied by 15-20 years of successful managerial experience in Department of Defense (DoD) programs and projects.
  • Possession of a project management certification.
  • Proven expertise in planning, organizing, and prioritizing tasks for large-scale domestic and international programs/projects.
  • Strong leadership, decision-making, communication, presentation, and interpersonal skills to effectively guide cross-functional teams.
  • Experience in contract management and financial oversight of programs/projects.
  • Management experience in information operations, SCIF environments, and military intelligence operations.
  • Familiarity with the DoD Planning, Programming, and Budgeting System, with a demonstrated ability in fiscal and business management.
  • Proficient in planning and executing Quick Reaction Capability (QRC) ISR system deployment and sustainment.
  • Ability to accurately interpret and direct the fulfillment of Performance-Based contract requirements.
  • Demonstrated capability to develop, collect, analyze, and report on personnel requirements, configuration management, quality assurance, integrated logistics, engineering, warehousing, material management, and maintenance activities.
  • Proficiency in Microsoft Office Suite and MS Project.
  • An active TS/SCI US Security Clearance is mandatory.
