Senior Program ManagerKBR is looking for a Program Manager to oversee government contracts within the Washington Metropolitan Area. The Program Manager will deliver program management expertise and foster professional business relationships to manage all tasks associated with the initiative. This role involves integrating and coordinating all activities necessary to fulfill the project requirements, ensuring timeliness, completeness, and quality in problem identification, corrective action plans, and effective management of subcontractors, while maintaining customer satisfaction and ethical conduct among contractor personnel.
Key Responsibilities:
- Oversee overall project management, business management, and financial reporting, ensuring all deliverables are met as outlined in the Contract Deliverable Requirements List (CDRL).
- Execute assigned tasks by utilizing qualified personnel with the right mix of education, training, and experience; aligning personnel skills with project needs; and ensuring compliance with contract requirements regarding labor categories, rates, and hours.
- Provide staffing as detailed in the Staffing Plan to guarantee effective work performance in line with sound management practices.
- Deliver accurate and timely scheduling and performance data.
- Prepare and present monthly status reports on program-supported tasks to government leadership.
- Maintain traceability of all man-hours and cost-reimbursable elements (travel, supplies/materials) and prepare a monthly Funds & Labor Hour Expenditure Report (FLHER).
- Offer flexible and dynamic support in response to mission demands and evolving technology and technical requirements.
- Identify gaps within the Test and Evaluation (T&E) mission scope, capabilities, or skillsets and propose innovative solutions to address these gaps, including leveraging training opportunities, technology acquisition, or partnerships; provide analysis of alternatives for solutions, including costs, expected benefits, and outcomes.
- Ensure timely processing of work requirements and tracking of ongoing tasks.
- Maintain accurate and timely scheduling and performance information throughout the program's lifecycle.
- Establish and maintain an electronic record of program information in government-specified formats during the contract period.
- Manage disbursement activities, including payment of contractor local procurement actions, review and approval of Material Requests, and analysis of monthly invoicing statements along with payment of monthly bills related to the contract.
- Attend government-directed meetings and provide recommendations and insights relevant to each meeting and area of responsibility.
Minimum Qualifications:
- Bachelor’s degree with 10 to 12 years of experience; or Master’s degree with 8 to 10 years; or PhD with 5 to 7 years of relevant experience.
- Possession of Project Management Professional (PMP) certification.
- Proven success in managing resources, staffing, and costs for government contracts.
- Demonstrated experience in scoping level-of-effort for tasks and providing accurate cost and resource estimates.
- Proven track record in building and administering effective staffing plans for diverse customer requirements.
- Experience and/or expertise in a Test & Evaluation (T&E) environment.
- Knowledge and work history within the Intelligence Community.
- Excellent communication skills, with the ability to multitask and lead several projects simultaneously.
- Strong analytical and problem-solving capabilities.
Security Clearance Requirements: Active TS/SCI (with polygraph preferred)
