Key Responsibilities
  • The Personnel Security Program Manager will engage effectively with senior executives and has a proven track record of leading diverse teams of ten or more personnel.
  • This role requires experience in managerial and supervisory functions, including the formulation of an organizational strategy that aligns with the client's mission and vision. The ability to develop and advocate for innovative solutions is essential.
  • The Personnel Security Program Manager should be well-versed in collaborating with governmental bodies and industry partners to identify and implement best practices, processes, and protocols.
  • This position involves assisting the client in revising and providing feedback on security policies, including joint agreements and various projects.
  • The Manager will ensure local policies are updated in compliance with the latest Intelligence Community and Department of Defense (DoD) directives.
  • Oversight of personnel responsible for assessing and supporting the clearance eligibility of contractors and client staff will be a critical duty.
Qualifications
  • A minimum of 20 years of experience in security management, with at least 10 years focused on Personnel Security operations, encompassing investigations, continuous evaluations, suitability assessments, and quality assurance programs.
  • A Bachelor's degree in management, security, or a related discipline, or 15 years of equivalent security management experience.
  • At least 10 years of experience in crafting formal written communications and delivering presentations at the executive level.
  • A minimum of 5 years of proficiency in the Microsoft Office suite (Word, Outlook, PowerPoint, Excel).
  • Five years of experience with collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) security regulations.
  • Ten years of experience in risk management processes.
  • While expertise in personnel security is required, a broad knowledge of all security domains—physical, industrial, information, personnel, and cyber security—is also necessary.
  • Experience overseeing the execution of formal Intelligence Community polygraph programs is essential.

Desired Qualifications:

  • Experience collaborating with IT professionals to document and track SIMS system requirements is highly preferred.
  • Expertise in developing SIMS security-related training and a strong understanding of SIMS database management is highly sought after.
  • A demonstrated history of managing a Special Security Office (SSO) is advantageous.
  • Project Management Professional (PMP) certification is a plus.
  • General familiarity and knowledge of SIMS Software are desirable.
