Overview

The National Institutes of Health (NIH) is dedicated to advancing fundamental understanding of living systems and applying this knowledge to improve health outcomes. We are seeking a qualified GS FPL 13 Administrative Operations Analyst to contribute to our mission across various locations.

Agency Clarification

Key Responsibilities

As a GS-0343-9/11/12 Administrative Operations Analyst, your responsibilities may include:
  • Utilizing advanced qualitative and quantitative methods to assess and enhance the efficiency of internal administrative functions.
  • Developing study methodologies for complex audits and evaluations.
  • Providing senior management with comprehensive reports, budget proposals, and other critical documentation to guide administrative operations.
  • Evaluating the effectiveness of intricate administrative processes in achieving organizational goals.
  • Formulating and implementing procedural modifications to optimize administrative performance.
  • Ensuring compliance with various operational requirements and devising strategies for administrative improvement.
Employment Conditions

  • U.S. Citizenship or proof of U.S. National status is required.
  • Successful completion of a background investigation and verification of qualifications is mandatory.
  • All qualifications must be met within thirty (30) calendar days of the closing date.
  • Registration with the Selective Service is required for males born after December 31, 1959.
  • The NIH participates in the E-Verify program to confirm employment eligibility.
  • The work environment is tobacco-free.
  • Ability to perform essential job functions with or without reasonable accommodation is necessary.
  • A probationary period may be required upon selection.
  • Must be able to obtain and maintain a security clearance.
Qualifications

To qualify for the GS-0343 Management Analyst position at the GS-09 level, you must meet one of the following:

A. Hold a master's degree or equivalent graduate education, or two years of progressively higher-level graduate education leading to such a degree; OR

B. Have one year of specialized experience equivalent to at least the GS-07 level in federal service, performing tasks such as: 1) identifying and analyzing administrative processes; 2) managing logistical aspects of analytical studies; 3) drafting recommendations based on study findings; and 4) developing operational reports. OR

C. A combination of post-baccalaureate education and experience that meets the qualification requirements.

For GS-11 level, you must meet one of the following:

A. Hold a Ph.D. or equivalent doctoral degree, or three years of progressively higher-level graduate education; OR

B. Have one year of specialized experience equivalent to at least the GS-09 level in federal service, performing tasks such as: 1) conducting studies on administrative processes; 2) analyzing findings to identify issues; 3) creating reports based on quantitative assessments; and 4) developing management operations reports. OR

C. A combination of post-baccalaureate education and experience that meets the qualification requirements.

For GS-12 level, you must demonstrate:

One year of qualifying experience equivalent to at least the GS-11 level in federal service, performing tasks such as: 1) evaluating policies related to management and administration; 2) writing standard operating procedures; 3) analyzing administrative functions; and 4) developing conclusions regarding management operations.
