Main Purpose of Job

The main purpose of this position is to function as a lead member of the DWDAL Policy\r
Unit and the senior most Policy Analyst. This includes: reviewing, evaluating, developing,\r
and monitoring policy initiatives and competitive discretional grant opportunities related to\r
adult education, correctional education, and workforce development on the local, State, and\r
national levels. Designated duties will support the DWDAL Policy Unit in its functions of\r
promoting, planning, developing and implementing programs, as required by statute,\r
regulation, executive order, and/or departmental priority that will facilitate efficient and\r
effective delivery of departmental services to the citizens of Maryland. When required, the\r
Senior Policy Analyst may represent the Policy Director in meetings, on taskforces, etc.\r

POSITION DUTIES

The Senior Policy Analyst is the senior most member of the DWDAL Policy Unit after the Policy Director and when applicable, coordinates policy workflow, coverage, and leave and the absence of the Policy Director. They support management of the Division's legislative portfolio during the annual session and oversee implementation activities within the Division of Workforce Development and Adult Learning offices. The Senior Policy Analyst approves grant applications for submission alongside, or in place of, the Policy Director and provides technical assistance and advice to DWDAL office leadership or sister executive agencies regarding how to secure competitive discretionary grant. They support the Policy Unit's other Policy Analysts, including onboarding and training at the request of the Policy Analysts, including onboarding and training the request of the Policy Director.� \r

MINIMUM QUALIFICATIONS

Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Six years of administrative staff or professional work.� \r

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\r
2.�Candidates may substitute the possession of a Bachelor's degree�from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.�\r
3. Candidates may substitute the possession of Master's degree from�an accredited college or university�for five years of�the required�experience.\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

1. Three (3) years of experience with workforce development, adult education, and/or correctional education.\r
2. Experience working in policy development and knowledge of the Workforce Innovation and Opportunity Act (WIOA).\r
3. Experience organizing and leading large stakeholder meetings preferred.�\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
