POSITION SUMMARY:

The Utilities Operations Manager is accountable for the establishment and execution of Process Safety Management (PSM) and Risk Management Plan (RMP) initiatives for ammonia operations, alongside the development of regulatory compliance programs and best practices for boiler operations at our facility. This role involves leading the PSM/RMP and boiler teams to ensure the implementation and sustainability of policies, procedures, and training aimed at achieving compliance with health, safety, and environmental regulations.

KEY RESPONSIBILITIES:

  • Execute corporate initiatives that promote uniformity while ensuring adherence to applicable state and federal regulations.
  • Maintain expertise in PSM (14 elements), RMP, and relevant state and federal regulations concerning ammonia and boiler operations.
  • Conduct thorough audits and inspections of plant operations related to PSM/RMP and boiler safety management.
  • Coordinate and engage in local PSM and RMP program activities.
  • Oversee training on operational procedures, including annual reviews and initial/refresher training, while assisting in the creation and revision of operating procedures as necessary.
  • Ensure compliance with safety protocols for utilities operations and equipment maintenance, providing training and corrective actions for unsafe practices.
  • Foster a culture of safety and drive enhancements in PSM/RMP and boiler management programs.
  • Support and lead audits conducted by OSHA and EPA concerning PSM/RMP and boiler systems.
  • Compile and report data for the company’s process safety performance metrics.
  • Guide corporate HSE senior management, engineering, and maintenance contractors on refrigeration and boiler projects.
  • Identify and prioritize site programs to meet regulatory compliance, risk analysis recommendations, and audit findings.

EXPERIENCE AND KNOWLEDGE:

  • Preferred: Third Grade Boilers License
  • Minimum of two years of experience in industrial ammonia refrigeration
  • Ability to interpret electrical diagrams, blueprints, and technical manuals
  • HVAC experience is a plus
  • Capability to work in various environmental conditions, including extreme temperatures and limited mobility areas
  • Familiarity with pneumatic, hydraulic, electrical systems, and PLC control systems
  • Understanding of preventative maintenance programs and financial implications
  • Experience in food and beverage manufacturing with knowledge of GMP and food safety standards
  • Willingness to work overtime and flexible hours as required

WORKING ENVIRONMENT:

  • Frequent walking and occasional sitting
  • Involves administrative tasks and repetitive hand movements
  • Physical activities include bending, twisting, kneeling, and lifting
  • Ability to lift and carry up to 20 pounds regularly and up to 50 pounds occasionally
  • Exposure to loud noise levels in production areas
